Title: What exactly is the Civil Workers Union?

 Not really clear on what this is. Is it just citizens with jobs?

It goes quite a bit further than just "citizens with jobs" lol. That outlook is why the CWU didn't really succeed or grow before. It's supposed to be a much bigger element in terms of a citizen's life, acting more as a bureaucratic entity for the Union over its policing counterpart. It'll be much more than 'just jobs' this time around, I can tell you that.

Only specific things I have seen of the CWU are they work as Doctors or they man shops.
