Server Update

HL2RP City server has been updated.

-Sniper now downloads
-2 new dispatches
-CCA can now dispatch rations at any rank via /InitiateRations
-Operators can now give "pet" flags if accepted or if VIP/Gold
-Vortigaunt and Vortigaunt Slaves are now faction based and whitelistable. See a SA for whitelisting.

Are there applications for vort' slaves now, or are you allowed to post an authorization for one?

Vort slaves where never allowed. I don't know why he included that in the changelog....
