There are many defects that can arise from being known as a hand-to-hand combatant, ranging from being targetted to developing either beneficial or non-beneficial callaces.
It states to write a DETAILED Backstory, that is usually two paragraphs, not 2-3 lines.

I've seen your role-play in District 6 on the city server. Your role-play is not bad, although you do not attempt much effort in what you do, you've been in the city a long time, You've given me no backstory on how you aquired the items either, you gave me mainly a backstory on your character's career.
I'm going to have to Deny this unfortunately. If you can prove to me in-game your ability to role-play, as well as an entirely new authorisation application without having to be editted afterward I will re-consider it.

I'm more than willing to accept the authorisation of you having City 39 'event' knowledge, although, Previous Resistance 'Leader.' Leader can be considered a sterotype, some consider it a physical rank, other's consider it an unnecessary ego-boost. I'd have to deny the part of being a resistance leader, your grammar and punctuation is above good but not completely perfect. Your back-story was also slightly canonically off for the most part, although at times we make our own canon, it is good to keep the basis 'correct' per-say.

Currently none. I would like at least two people to fill the roles of "Tyler Anders" and "Michelle Corban", two fellow refugees from City 39 that I plan on introducing to the story later on. If anyones interested and this concept is accepted, PM me about it."
That is fine, although the part of being a 'resistance leader' I will have to verdict as Denied.

Looks like a great application, I see your familiarisation with the English Language, makes narratives a lot more enticing  . ACCEPTEDBy the way, although your history was quite intruiging, most of the skills you are taught with-in your first two ranks as a Civil Protection Unit.

'Ey Joke. Alright mate, After reading over your application which Bluff had fixed up with you, the backstory looks more like a detailed biography of Pooh-Bear, heh. It looks like you've done your research though which is commendable, it is a unique experience writing an application for something which has both no format or role-playable past.
Having an Antlion (Guardian) follows by the same standards as a Vortigaunt, obide by the rules, on events it is accepted to 'flag-up/antlion up', from time to time you can flag up, enhance some role-play as you see fit. Obide by the standard rules those also which apply to vortigaunt's and you will do fine.

Why doesn't this work? Isn't there any Lua Coders to repair the coding? I was told it doesn't work, so scavenging is basicly just walking around the map with out a purpose unless a admin is online and manually places items around map.
You were banned on the Half-Life 2 Role-Play City Server for glitching into the nexus and ransacking the armoury. You now make a thread based entirely on weapons and why it should be fixed so you can have one. It will be fixed, when it is fixed. We don't have an ETA on it nor do we know if it will be fixed.

As Globey said, it varies depending on the service.
I've seen you role-play your character in-game and I believe these authorisations would be well suited to you. You are clear to use these authorisations at any time you deem necessary.

What do you plan to do with these perks/defects?
I plan to use them to enhance roleplay, I would hardly ever need most of these perks anyway but it would be nice to have them under my belt so that if someone says "You are not a good fighter!". Even though I have had all the training IC and OOC anyway I would still like to just pull this application up and say, "I have auths for it".
What I picked up, are you using the auth's as an excuse to tell people you are a good fighter?
You also do not need these types of authorisations to tell people you are a good fighter, it is very illogical and both foolish to fight someone if they say you are not a good fighter or challenge you.
Either way, it was laid out quite well and I see no harm in the authorisations being given. I will wait for more opinions before I distribute a verdict.

Before I give a verdict, I'll wait for more input from those who have seen your role-play first hand.
You understand that ANY broadcast via hand-held radio, radio's, broadcasting stations anything giving off a broadcast signal or radiowave is highly likely to be tracked with-in a very, very short amount of time by the Combine Civil Authority. Any signal you send out from an electronic device is almost certain to be picked up by the 'CCA. It is very hard to role-play this to it's full extent as there are many meta-gamers and the like.

First of all, Try not to insult or abuse others via the forums.
Second, You are basically telling us, following canon as a CP unit is 'ruining citizen rp' perhaps Hl2RP is not for you then in this case. Notice in Half-Life 2, how strict, how 'ruining' the CP's were of the citizen's 'rp'. There are MANY things to do in the plaza, to do anywhere. Searching for weaponary, items and Resistance groups is what District 6 homes these days.
