Templar, the spaces in front of shops are for cars. And theres enough parking spaces as not everyone is parked in city 24/7 anyway so theres no trouble with accommodating all cars

Okay. And I was meaning like for the apartments and izzies or what ever the bar is called.

I think it is needed. This is RP and trying to make it realistic for all aspects. A person can't just set up shop wherever they want. And to sell weapons anywhere legally requires a license to sell them. Like I said it wouldn't be overly expensive and it would boost the economy plus it wouldn't be something they have to worry about if it comes with the store property they buy. If they want to sell not in a property they obviously need a permit.

My suggestion is a fire car. Just like IRL normally used for fire Marshall's and fire chiefs. It can't support water obv but realistically the city typically has a car or jeep used for the Marshall to make inspection calls / visiting homes other than responding for fires.

I think that anyone who is trying to sell (legally) should have to buy a selling permit from the bank. Maybe it can come with the purchasing of a shop. Also have one for people to sell off the street. I see a lot of people just plot themselves on the side of a road or outside the shops pop out a display table and start selling. I don't think that's realistic at all. All states have legislation that requires businesses to have one or more licenses or permits for their good for example people need a resale permit to sell theirs goods and if their selling weapons they need a weapons permit to sell. Plus if there are able to set up shop on the side of the road they must keep in mind fire hazards/ emergency accessibility.

People selling grown food typically don't need permits to sell.

I play as a cop. I personally would like to have this system. If a good cop does his job right then I don't see how it can be abused if the player being ticketed can decline the payment. If the person constantly gets notifications of tickets then it's up to that person to contact a admin/ keep screens of it. Setting a limiter can be helpful if you think it's needed. Another suggestion (for the mapper) maybe reworking the maps to accommodate proper parking in the city. Other than the bank and the Ampm parking there isn't really anywhere people could just park their cars. Unless those side spaces in front of the shops are parking (I thought those were for emergency vehicles) plus people do tend to just leave their cars in the middle of the road or not leaving enough space for someone to pass. It's frustrating running into abandoned cars and not having a tow driver around.

Since I've joined the server I have primarily played as a law enforcement officer. I would appreciate a more  detailed guide on the current and future ranking system that is in place for the officers of the law. I agree that time in rank is necessary for ranking up but maybe adding quotas on certain things. Like citations written or responding to calls. Because anyone could just get the job and stand around for 2 - what ever amount of time needed to rank up. I also agree to the "Recruit" phrase. Most people need that time to learn the ropes of being a police officer. This will like someone mentioned before encourage partners for cops which is realistic rather than lone wolfing.

One thing that I may suggest of possible is setting up a way for government service members to respond to 911 calls. Just like paramedics have their waypoint and alarm system but for any 911 call. For example when a new police officer takes the job the dispatch will assign him/her a unit designation. With the system I'm thinking of will allow government service members to go on/off duty button, requesting ems/cop/fire support on location button, and responding to call button. Or Atleast a way for the dispatch to give certain units a call to respond to like unit 208 respond to this call and the game will pop the waypoint for the officer/unit that was assigned for that specific unit. Same for units to respond to calls themselves by pressing a button to respond to that call.
