Sorry but here's a little buzzkill for you. For one, you don't need a mod to RP fishing for food. Just RP it. Take a pole or something with a rope and a hook with bait on it, then dangle it in the water and RP catching fish. Be reasonable though.
Second thing which kind of voids half of the first thing is there are no more fish in HL2. The leeches and itchyosaurs caused almost all sea life to go extinct. However in lost coast, the fisherman talks about eating the leeches and how the seagulls keep the leech population down. You could catch them with nets probably.

Anything can make outlands rp less dry.

Ever wandered into the ocean? Not only on the coast level but in lost coast, there are billions of leeches. Leeches are like mini piranhas. They annihilate anything that isn't themselves. The only lasting sea life is either hundreds of feet below the surface or so small, you cant eat it. Itchyosaurs live in fresh water so any life in there would be destroyed. They can sense food over a mile away so don't go (oh but theres so many fish). I'm going by what the wiki says.

Mmmm delicous angler fish.. Yea those leeches would drink a fucker dry, no matter what form of sea life. Also the Combine fished out the oceans completely and dry pressed them into rations.

Rations consist of supplements. I don't think there is fish in them, and any minerals that can be aquired from fish could most likely be synthesized with combine technology.

but think of the other way. getting it naturally would be less labor/resource intensive.
why would they waste resources on humans?

They raped the Earth of every mineral, drained most of the oceans, de-salinized it for drinking water (For the Combine forces) Used those metals to make weapons, vehicles, armor, and ammo for off world wars, fished the sea dry and pressed that into salted, de-hydrated rations for soldiers, metropolice, and Ctizens, they turned whole states into farms to create more food for the Combine Empire, cut down most of the trees, just leaving enough for oxygen, used sand to make glass, whored rubber plants for tires..
To sum up, the Combine have tapped every resource, once earth is dry of it all they leave it or just destroy it.

If you haven't noticed, Valve's canon is exstremely vague, undetailed, and doesn't make a whole lot of sense.

Ok two facts we should get down.
- Anyone to believe the HL2Wiki 100% cause we know half of its wrong because 8 year olds who have nothing better to do but make up stuff and call it a roleplay basis. Is a moron.
- Parasites were only added to keep people from getting to the edge of the map. I doubt the parasite population really did grow that large when the 7 hour war happened.
Oh and a intresting fact.
Half-Life 2: Lost coast is non-canon, never happened.
