Hello everyone, I haven't been on steam in about 6 months. I've been perm banned and i want to appeal it but it won't let me post a new topic.  Please help

The sticky is not even there. Also it just says notify and something else so I can't post a new topic. It's like i'm perm banned from posting an appeal.
