SWAT Van Handling and Speed

Simple report.

What happened when the bug occurred?
The SWAT van is way too slow and can barely even get up the ramp from the Nexus garage.

What was supposed to happen?
SWAT van needs to be far faster and turn tighter.

None. This kind of explains itself.
