Write a detailed in-canon back-story how your character obtained these authorizations.
Matther was the fourth British person to be born into his family. He had a mother, father, and an older brother. His parents were optimistic and gentle. His mother was a hardworking mother, she did nearly everything she could to help her family. His father was a business man, he payed most of the things for his family such as food, taxes, electricity, etc. His older brother was older than Matt by only 2 years. His older brother and himself got along very well as years passed. His relationship with his parents went from good to better over the years. A number of years had passed, until Matt was enrolled into 6th grade and his brother was enrolled in 8th grade; in the same middle school.

Matt was a fine 6th grade student; he passed all of his classes with at least a 3.5 GPA. He was one of the top star pupils in his classes. When it came to lunch times, Matt and his friends would walk around the school campus out of boredom. His middle school was not as formal as the other middle schools in Britain, as there were plenty of 'rebellious students' in his school. Anyways, Matt and his buddies were walking about the campus, until they happened to find a group of mixed 6th, 7th, and 8th graders crowding around the area where he was taught in PE. They went over to only be astonished of what was happening. The rebellious, show-offing 8th graders were climbing up and over punch-ball walls, as well as jumping from a wall to another wall. Some of them even climbed on top of his locker-room building. Matt was greatly interesting of how these people were climbing and jumping from a thin wall to another wall. It was all fun and good until they were 'dispersed', when the school officials came over to the group. From that on then until 8th grade, Matt continued to maintain a 3.5 GPA as well as practicing on some minor parkour moves in public.

When he entered highschool, things all changed. He still continued to get a 3.5 GPA, but he also became interesting in performing parkour on his way to school, during lunch time, and even outside of school. His highschool during lunch time was chaotic. He had seen many fights go on and off, but one in particular interested him. There was a standoff between a sophmore and a senior on one day, during lunch time. The sophmore was constantly boo'd and mistreated by the group of rebellious seniors. There was a crowd around the sophmore and the senior. Over the ranting, cheering, and boo-ing's, Matt was unable to hear what the dispute was about. He only arrived at the time when they were seconds before the fight. When the fight began, the sophmore was all calm and the senior was going all-out. The senior attempted to charge at the sophmore with two fists ready, but amazingly the sophmore was able to not only block both of the senior's punches, but was also to somehow get the senior to the ground with just one quick move and in a split second. The crowd was entirely shocked, as they saw the sophmore amazingly blocked both punches AND made the senior fall hard to the ground with a couple of quick punches to the senior's face; knocking the senior out. Everybody was amazed of what just happened, but Matt was immensly amazed. The sophmore looked like he didn't do anything at all and calmly walked away. Nobody else was following the sophmore, but out of curiosity, Matt began to follow the sophmore. He approached the sophmore and questioned him how he was able to knock out a senior and blocked both of the punches with incredibly quick moves. The sophmore, still calm, replied that he had been taking martial arts for at least 5 years. He also stated that he knew he'd need some martial arts experience as he was wise enough to state the schools in the city were not well organized. The sophmore walked away and Matt, along with his curiosity, began to start following the sophmore's footsteps.

A couple weeks after the highschool incident, Matt began not only training himself in parkour tactics, but was able to enroll in a martial arts school not far from where he lives. His first experiences with martial arts expert weren't as bad as he thought; he was able to spar with the martial arts master (who was a black belt) sometime after 3 years of enrolling in the school. He was taught a variety of knock-out moves as well as quick and decisive techniques; aiming at the pressure points of the human body. Matt, who was now an adult, continued to take martial arts classes as well as attending business meetings from a job he was able to take a few days ago. One day, Matt was parkouring his way to the martial arts school, but suddenly, when he hopped down from a back wall fo the school to enter the backdoor of the school, he saw his master looking at him, smiling and nodding. His master told him that he was able to arrive quickly at his scheduled martial arts time AND he was able to parkour here. The master gave him advice saying that Matt will become lethal student if he was able to combine both of his parkour experiences with his martial arts training. His master gave him the nickname, 'Shadow.'

A couple years later, after being able to combine both his parkour and martial arts experience, the Combine invaded Earth. The day the Combine invaded Earth, Matt was resting in his apartment from a afternoon after a business meeting. He doesn't remember what exactly happened, but he remembers hearing a loud blast through the apartment's roof when he was watching 'Breaking News' on his TV. The shockwave of the blast was so strong, it knocked Matt out immediately. The last image of that day he still remembers is a live news report of strange looking creatures attacking countries around the world.

Matt was awoken many hours later after the incident. What he saw will be scarred on his entire life. The entire neighboorhood was in ruins, and his apartment complex was 90% destroyed and in debris. His apartment was luckily, on the corner of the complex, so his apartment was not badly suffered as the middle apartments. He tried to stand up. He managed to stand up, but he saw that he has small cuts all over his arm from the debris that had fallen on him. He got out of his room and managed to slowly parkour his way out of the rubble and into the debris-filled streets. He looked around. All the buildings around him were either destroyed, in ruins, and/or on fire. He also seen some other citizens, looking and wandering about the streets, sobbing as they do. Matt asked a fellow stranger who passed by what was going on. The stranger told him that the Earth was attacked and that the Earth was claimed by alien species in a matter of 7 hours. Matt asked for the time and the strange replied it was the afternoon of the next day he was originally attacked from. It had been 12 hours after the attack on Earth. Matt thanked the stranger and parkoured his way around the city. At the central part of the city, he had seen a big, clean, blue tower. That was the last thing he saw in his home city before being knocked out from behind.

Several years had passed after the 7 hour war. Matt was now in standard citizen clothing, roaming among a city named 45 that he was transfered to months ago. He had met many other nice citizens as well as mean, combine-enthusiastic citizens. Today was no different than any other day, but except Matt had been planning something for a couple of weeks after the arrival in this city. He knows that this city is named C45, and unlike other cities, has minor-guarded checkpoints around the city. Matt's plan was to escape the city and into the outer lands using these checkpoints, but at night. Night time came, and Matt sprinted into action. He climbed out of his apartment room through the windows, and snuck easily out and onto the ground of the city. Not much CPs were around this time, so Matt ran into D6's hardpoint. From there on, he managed to parkour his way out of the city, suffering in dirty clothing and lack of food. He made it into the canals, dirty canals, and met a lot of people. He had met also other creatures, such as a Vortigaunt and a barnacle. From his knowledge, the Vortigaunts are nice when the humans are nice to them. Other knowledge Matt was able to obtain from his time in the canals was about who the Combine were and he also met many loyal friends. A day came to the canals when every single person in the canals was ordered to be escorted to the outerlands. Matt missed the convoy that already left a couple minutes after his arrival, but was able to hop onto a truck that was apart of the convoy and served to be the back-up of the convoy. Several days had passed and they arrived at the outer lands of C45. Safeness and freedom was in the air and water in these lands. The only problem was that too MUCH freedom. Muggers, robbers, theives, etc., were littered among the outlands but he was able to become friends with a tough anti-citizen group named "The Alliance." From there on, Matt will be facing hardships and new experiences in these mysterious lands as well as putting his martial arts training and parkour experiences to the test.

What will these authorizations give your character in regards to perks or defects?
Perks
-Able to withstand and successfully counter-attack minor attempts of threats, such as punching, pushes, grabbed on (Don't go perverted; grabbed on as being grasped by the shirt), and more.
-Ability to parkour over things no average human could do
-Self defense counter-attacks and surrounding awareness is increased
-Martial arts training and parkouring techniques are combined; ability to backflip, frontflip, barrel roll
-Ability to adapt to surroundings; quick reflexes in combat scenerios
-Experience in small combat-to-combat weaponary situations such as being threatened by knives, blades, etc.; able to disarm a person with a lethal melee weapon


Defects
-Careless mistakes such as tripping on small pebbles/cracks could happen if parkoured too fast and carelessly
-If not frequently fed/nourished, amount of strength put on each attack is varied
-Gun's accuracy is decreased, due to the trigger-happyish fingers from all of the martial arts training
-Might be paranoid by surroundings if distracted too often in the process
-Might even cause others to be paranoid by all the parkouring/appearing out of nowhere technique(s)
-In order to parkour and achieve quick reflexes in combat situations, he will be decreased on amount of protection he will have
-Might be doing things harder than it really is; overdo easy tasks
-Experience with modern ranged weaponry is reduced


What do you plan to do with these perks/defects?
I plan to use these authorizations to be able to defend myself and/or somebody else in dramastic melee situations as well as being able to go to places other people can't reach. I can use these advantages to be able to adapt to a variety of different situations at hands as well as being a spy on espionage tasks. These authorizations will also be very interesting to me and the people who will have to face it. In addition, I would personally like to see how people would react to quick and decisive moves ICly.

Could you explain how your character will remain nourished enough to keep up his training? I ask because rations are nearly meant to keep you weak enough to control, but strong enough to work- and I'm not sure about the quality of food in the outlands.

There were frequent supplies being gave out by The Alliance in the bunker and his friends gives him food whenever he needs it, plus he has a bunch of contrabanded food on him currently as we speak.

He's been friends with The Alliance for quite some time now, and yes they give out supplies ICly. If he won't have the food to be nourished enough, then he'll be weak when combating and in terms of malnourished. It's one of the defects I've added I'm pretty sure.

Edit: If they don't give out supplies, they may receive supplies from their friends like the Clinic today; there were a bunch of boxes of supplies in terms of food today from the Clinic

I approve of the alliance part. We have enough food to provide people with the daily recommended value of nutrition if they are given it. Otherwise we usually bring a tray around with water and cans of various food items for everyone.
