Write a detailed in-canon back-story how your character obtained these authorizations.
Ciprian Buscan – born Horea Dovij – is the ‘accidental’ offspring of Augustin Dovij and Ana Gilca. By “accidental”, we’re meaning that two lonely youngsters in a city public house got a few drinks, and well, one thing led to another. His mother left after birth, instead leaving the hard-up – in the sense of money – Augustin Dovij to care for the child. Augustin left the family home in his late teens/early twenties, believing that he would make it rich. Ciprian was born in Bucharest, Romania, in 1950. His father, at the time of Ciprian’s birth was actually unemployed, and instead he was – unbeknownst to Ciprian – a thief, yet a good one. He went along, not taking money or unneeded things, yet only essentials, such as food and clothes. It continued like this for a few years, before Augustin took up an unofficial handyman business, traveling around the villages and countryside, looking for jobs here and there. Ciprian was home schooled by his father, although he did not abide by the normal school curriculum, instead teaching him how to do practical things, such as hammering nails correctly and using hacksaws without getting them stuck in the material. The only downside to the home schooling was that Ciprian never got much social interaction, and that caused problems for him.

         It was in the late seventies that by sheer luck, that Augustin was convicted of something similar to his previous crimes years back. Augustin had been working on the house of a rather well-off upper class family. The house pretty much reeked of money, yet for Augustin’s job, it reeked of rainwater. The attic of the large villa had been damaged in a storm, and Augustin – who had became quite a known figure for DIY and maintenance jobs – had been called in to fix it. He was already being paid hundreds for the job, yet while fixing it up, he tried to steal from the house. He was caught red-handed, sitting shoveling jewelry and gems into his greasy jumpsuit. He was arrested, and locked up in Jilava prison for seven years. It was rumoured that the family had bribed the court to imprison him for longer, yet this was never proven. Ciprian was left alone, a sixteen year old without any family or friends. He became the main figure in his father’s trade, instead of being the little helping hand at the side who went and fetched things. Ciprian continued this for three years, and lived on his own, before he was sent off to perform his compulsory military service. He didn’t enjoy it one bit. He hated the training, as he wasn’t exactly at the height of fitness, nor was he even interested in becoming the next G.I. Joe. He deliberately got himself kicked out by refusing to do anything, although he spent the remainder of his service time inside a youth prison, which, luckily enough, was only about two weeks.

         Ciprian continued his father’s trade, although he began to get rejected from jobs, as his father was heavily publicised as the “Handyman Housebreaker”, and so in 1985, he officially changed his name to “Ciprian Buscan”. Following that, he continued his work without bother, and became another boring and unrecognised face in the streets of Bucharest. In 1988, Ciprian used some of his savings to try and get some proper education. He funded his way for a college education and studied metalworking. He dropped out of the course about halfway through, as he suffered an injury during it. Most likely he would have been kicked out if he didn’t suffer the injury, as he wasn’t very intelligent with the calculations and what-not; Ciprian displays his intelligence in practical ways. He had been operating a table saw, to be more specifically, he was cutting down wood into the shape of a handle, so that it would fit onto the structure of a sword he had made weeks earlier, as part of a medieval-themed project his teacher had assigned the rest of the class. Others had went for things such as pieces of chain mail, some had even went as far to try and create real plate armour (only one person actually succeeded with this, but in the end it turned out he had professional help). Any way, Ciprian was operating the saw, and, unluckily, he had been wearing some loose clothing at the time. The sleeve of his shirt was caught in the mechanism, and before he could stop the machine and… well, ‘chop’. One thing led to another and Ciprian was without his left ring finger. Ciprian wasn’t too bothered about failing the course, although he was quite distraught over losing his finger. He still retains a fear of saws to this day, and although he does use them, inside he’s screaming for help and close to tears.

         In 1993, Ciprian landed a job with Automobile Dacia S.A., in one of their production factories. His first job with Dacia was at the end of one of the production lines, where he rounded off any nooks and crannies in the final product. He would fill in any scratches, weld in a little bit here and there, and do a bit of this and that, really. In 2000, Ciprian left the city of Bucharest, instead moving to the countryside of Arad County, or, more specifically, the village of Ineu, about sixty kilometers from the capital of Arad. Ciprian used his savings to purchase a two-in-one shop and flat, where he set up his small business of “Buscan Blacksmithing”. His best selling items were his fences. The reason for this was that in the more mountainous areas of the town, there were often some slips with cars, and they would usually either hit trees, brick walls or fences. Then there was always that one unlucky person who missed all three and drives into a river. Ciprian lived a fairly peaceful live from there on, and he enjoyed his blacksmithing job - whether it be creating fences, tools or furniture, he loved it. He lived like this for years, and when the time of the Portal Storms came, he was pretty much oblivious to them, as he ignored the media and instead focused on the quiet life.

         Unfortunately for Ciprian, he couldn’t avoid the Seven Hour War. Even for such an unknown and relatively small town like Ineu, there were lots of fighting, and not to mention looting. Ciprian spent about two hours making defences for home, using his famous and well made fencing to block his workshop door. He retreated into the crawlspace in the floor – the workshop was previously a garage – and tried to pretend that there was still a vehicle above him, thus hiding him. He stayed there for hours, gripping the metal hammer in his hand tighter each time somebody tried to open the door. After four hours, he got out, and began to work on his defences again, and make a primitive and badly made sword out of part of his bicycle. He scared away a few looters, by smacking them on the hands as they tried to stick a hand through the space in the smashed window. The clumsy sword broke after a few hits; after all, he had made it out of part of a bike and in the space of about ten minutes. Ciprian retreated upstairs, and hid inside his wardrobe for the next few hours, and he fell asleep, hidden in amongst the clothing.

        He awoke the next morning, and the streets were pretty much empty. Somebody or something had broken into his house, as the defences were badly bent out of shape, and there was a huge hole in his wooden front door. Oddly enough, nothing was actually stolen. Ciprian quickly gathered up what he could – a random assortment of tools, a couple of cans of food and a two litre bottle of water – and ran surprisingly fast for somebody of his age. He made his way to the forest, trying to keep low and make sense of what had been happening. He couldn’t have been the only one with a bit of sense to hide when there had been gunfire and explosions, right? Just as he was thinking about that, it seemed like something interrupted his thoughts: a whooshing noise, most likely wind, to be specific. The pine trees swayed, some branches actually coming loose and hitting the ground. Overhead, a huge helicopter of sorts flew past, leaving Ciprian startled and confused. He came to his senses, and believed it to be some help. Ignoring all those movie clichés about the military or whoever was in the helicopter coming to kill him, Ciprian ran ahead, shaking his arms about. It the helicopter ignored him, instead speeding on. Ciprian followed the path it was going, until he came to a cliff. He looked just in time to see it skimming across the horizon. He navigated his way down the cliff edge, and he settled down at the bottom, exhausted from it, even though it was only about twenty foot in height.
                     
         Ciprian examined the sign at his left, reading it aloud: “You are now leaving Beles”. He turned back around, slowly climbing over the wooden log fence, quite tired and confused from the recent events. He made his way into what seemed like stables, and settled down amongst the hay in the dark, breathing heavily. Ciprian gathered up some furniture from other houses and made himself a rather primitive doorway over the course of a few days, to keep out any critters or unwelcome people.

         Ciprian struggled for survival over the following months, and he barely scraped by. He lost quite a lot of his weight, and in some ways he was rather disappointed, but at least he could now jog for half a minute without suffering a cardiac arrest. People began to pass by the very small village, and they all seemed to be wearing identical jumpsuits of sorts. He kept to himself and didn’t give them the warm welcome that a jolly old man who lived in a mountain village should. More and more began to pass by, and he began to feel like his new home was being intruded. Ciprian retreated indoors, and he rarely set foot outside, instead only going out to scavenge supplies. He blocked all forms of contact, and now he watches the newcomers come and go, his beady eyes observing them come to the Outlands…


What will these authorizations give your character in regards to perks or defects?
Perks
The ability to create things using metal, such as some weapons - not firearms - and tools, meaning Cyrpian could defend himself using these things if necessary.
Using his DIY skills, Cyprian could, for example, repair a hole in his door, or fit in a new window if one is broken.
As Cyprian has some skill with metalworking, he could do something such as repairing the frame of a car (not the actual engineering in the car, I mean that if the frame is broken, he could take some time and patch it back together).

Defects
Potential injuries if Cyprian is careless about his work.
Speaks little to no English.
He's not exactly at the height of fitness, so he can't manage many challenging physical activities.
The tools Cyprian took with him are rather outdated, and the only thing that's pretty useful is his blowtorch.
Unless he takes time with his blacksmithing, his creations might be quite crude.
Although he can create some weapons with his blacksmithing, it wouldn't be very handy against somebody with a firearm.


What do you plan to do with these perks/defects?
I want to create a rather secluded man who keeps to himself, mainly due to not having much social interaction in the past, and also because of quite a big language barrier between himself and the refugees from the cities.

Accepted.

The application is a tad light when it comes to the 7 hour. However i'm willing to forgive this as the authorizations requested  are pretty light and will generate quite an amout of passive roleplay for those on outlands.
