I did not selectively quote for the purpose of concealing the objections and making Richter look like he was stacked up against, but to show who was present at the time and the players that were responsible for supporting the powergaming, avoidance of rp, and the lack of a legitimate OOC reason for the death of Dr. Francis Richter.

First, KMP, you have not explained why you don't need an OOC reason to kill someone IC'ly. You only claim one is not needed as opposed to my reason of why an OOC reason is necessary as my reason has an explenation bent to the purpose of pursuing the goals of a roleplaying game, happiness. Though later you claim happiness to be important as you claim to have killed me OOC'ly in the interest of happiness to prevent me from "ruining everyone's happiness for [my] benefit". So assuming you are interested so much in the preservation of happiness as myself then why would you want to powergame to avoid an rp that would not just benefit me, but multiple resistance groups by having an ex-city administrator supporting them almost as I did the Union. Using my docterates as a means to aid the people of the outlands rather than just cause some OTA raids which at times do liven up rp a bit not just for the players with some good rp action.
As well, It is the duty of the HL2RP Administrators as well as potentially all roleplaying administrators to preserve rp and act in its interests. If a HL2RP Admin decided that by minging through the plaza and spawning useless props for the purpose of ruining roleplay in the interest of preserving some roleplay, would he be in the right? Are his action justifable because of his rank? More specifically, if multiple civilians were talking an performing in the plaza and one of them, only one was a BOL, then would an admin be justified by his rank to physgun all of the other citizens away so that a Civil Protection Unit could grab that one BOL? Or if an admin decided to minge run and bunnyhop in the plaza to distract other players so that an anti-citizen can sneak through the P-3 HAP undetected? Or is it even justifiable for an admin to act unaccording to rp and ruin rp because of his or her rank if he or she, or they, were to powergame and ruin potentially hours and days of rp as KillmePlz (03109) and RTLK ("The EU" 479) had done when they decided to act on their own accord without the consent of the player being acted upon? By powergaming without character consent to satisfy an OOC reason, some variable of time which was thought to take authority over the rp rules, to avoid rp as they and the supporters had done, by breaking rp rules to comply with their own OOC reasons not given and justify breaking the rules set out for the benefit and preservation of happiness in roleplay for simply IC purposes, a few ranks and no real OOC reason, the Admins involved had not just broken rules that they set out to preserve and enforce but ruined potentially days and maybe weeks of roleplay for the Outlands and many people not just myself. The Admins involved had neglected their duty by powergaming, avoiding and ruining long hours of roleplay for a few /mes and to entertain some illegitimate OOC reasons for the benefit of a few that were believed to usurp the authority of the rules and regulations that admins set out to protect.
But Regardless of any accusation that has been previously made, considering the incompetance in judgment made in permently killing Dr. Francis Richter is and should be known almost instinctively to all who look on, as enough to un-PK Dr. Francis Richter. It is so because the reason for PK'ing Dr. Francis Richter was incompetantly labeled as "Legitmate". It was mistankenly labeled so because certain people had believed that a City Administrator broadcasting in a foreign language (German) when unaware of the infringment in doing so, and sighing in 03109's presence were grounds enough to properly warrent a full-amputation, when in fact the most extreme punishment that should have been considered as a legitimate form of punishment and were seemingy not considered at all, was a temporary suspension and/or some form of non-fatal corporal punishment. These mistakes that demonstrate over-aggressive behavior and incompetance (as poor-judgment is obviously involved), are signposts, designating the poor actions taken by the "higher authority" atop the most fatal mistake of incompetance and error that had been exercised, being illegitimate and irresponsible roleplaying. Powergaming a few /me's should in no way be considered sufficient to warrent a permanent player-kill no matter how extinsively intrusive that player had become over a long-period of time. The incompetance that was and is present bred the patent irresponsibility of poor judgment exercized by the transgressors in that critical roleplay which had ultimately resulted in the unjust PK of Dr. Francis Richter. The unjust reasons caused by human error that led to Dr. Francis Richter's PK are the just reasons in un-PK'ing Dr. Francis Richter.
And no matter how many ways I, or KMP could think of how Dr. Francis Richter could get passed two UEDs, an EU, and a CmD and be of use in the Outlands, none could be actualized because of the NLR and void of rp that would take effect as a result of the un-PK.

The first issue is that we don't need an OOC reason to amputate someone for IC actions
The second issue is that what you thought was "ruining RP" was stopping you from escaping the Nexus after being detained, to go to the Outlands on a Civil Administrator character, causing resistance RP to be disrupted in order to enjoy yourself by having OTA raid the Outlands and not killing one person but many, ruining everyone's happiness for your benefit.
The third issue was that you were given over 30 minutes to get through that RP situation, and you also cut out the other CAs in the room telling you to get on with the RP instead of trying to save yourself in LOOC. At the time, myself and RTLK (The EU) were discussing what was happening, and we decided that if you continued to avoid RP (which is punishable) through the use of LOOC, we would continue the RP without your consent...
Also, the fact that you decided to disrespect 03109 IC in-front of around about 10 Units just shows that you screwed up, and I'm sure every high ranking Unit who has role-played with 03109 will understand your mistake for doing such a thing.
