Title: Where have I seen this before...

It seems like a large proportion of the CWU has been [ctrl]+[c], [ctrl]+[v] from the CCA. As a whole, the faction currently gives off the vibe of simply being a watered down police force with a sprinkling of manual labor. If it's such a shitty system, then why are you copying it?

Structure-wise: you guys are organized into divisions. The divisions have ranks. You use blackmarks as a disciplinary system.

Christ, you could at least tone down the blatant-ness of the whole thing by changing up the names a little.

My suggestion is this: increase the appeal of the CWU by striving to differentiate from the CCA as much as possible.
In terms of alignment, yeah you're still Union-loyal. But the overall flavor of the faction could stand being less like a rank-and-file, by the numbers force, and more akin to an independent business or corporation. At this point, the specific changes don't matter. What does matter is changing the CWU into a distinct group with a character of its own.
