Little bit of effort with google brings you this: http://gmodmodules.googlecode.com/svn/trunk/gm_bass/Release/

You can either download the gm_bass.dll directly and put it in your modules folder.
Or not sure if gm_bass.lib is for mac? I have no idea what mac uses in replacement for .exe which is windows only.

So I put the gm_bass.dil in to garrysmod/lua/includes/modules. What about gm_bass.exp?

I don't know what .exp is either. Could be something mac uses?
I think these 3 links are just 3 different mirrors/ways to get the module, but all you need is the .dll in the folder you mentioned in the quote. It should work just fine now.
