Write a detailed in-canon back-story how your character obtained these authorizations.
Since Eli's arrival in the Canals he's been living in the sewers hiding and keeping shelter from OTA,SYNTHS,And any form of wildlife. Eli was always the shy type blocking out any communication with "The Humans" and only keeping in touch with his kin. His kin had taught him a bit of english thus he could communicate with "The Humans". A while after this Eli lost touch with his kin, going back to his old destroyed home seeing it as a wreck and hearing gunshots from afar Eli was forced to move to a different home in the sewers one more hidden and safe. A while after Eli's lonelyness he met two people knocking at his door for help they offerd Eli melons which he gladly took to help them. This opened Eli's heart to "The Humans" thus trusting them,helping them and working with them. It appeared Eli's home was one of the passes to get to the surface thus making it not very secret and more busy, this was not all bad Eli would socialise more and would be able to talk more. Soon enough Eli met Zak who introduced him to his friends Dave & Skyler. Eli would often see them wether it be a friendly visit or need of help and even helping Eli. One day Eli found a dirty notbook which he had found with a muddy pencil he showed it to Dave and Dave would show him how to write, Eli copied Dave's action writing basic ones like "Greetings","Eli","Farewell" Although these had mostly wrong letters Dave would correct him mostly if he could understand. Soon enough Eli had joined The Alliance being taught to operate radios,Lights,Computers also knowing that his vortescence can open most electrical doors. While Eli was learning his handwriting he was given an alphabet to understand writing on the computer and paper.

Perks
Will be able to work for The Alliance better.
Can understand humans more.
Can Handwite.
Can Spell.
Defects
He may get confused with some letters.
Him forgetting some knowledge often will anger him.
Being taught too much at once he will not remember them all.
Scruff writing.
What do you plan to do with these perks/defects?
I plan to work in the Alliance HQ to the fullest. Helping the members and mainly Albert'Doctor'Dean with his research and studies.
