Write a detailed in-canon back-story how your character obtained these authorizations.
As a young boy growing up, Braden’s influence was always hockey. He was three years old when he put on his first pair of skates and 6 years old when he joined his first hockey team. Throughout his teen years, he played the grinder role...an enforcer, shall we say. He was the strong, tough one on the ice always trying to get in fights and pick on people. Through Bantam, AA, AAA, he got in more fights than he could count, and he rarely lost any. How’s that, you might ask?
Boxing.
Upon finding out he was going to play as an enforcer, Braden took boxing classes on his off time as a workout regiment and to train. It was there he learned how to properly defend himself in hand to hand combat. He would participate in sparring matches against other fellow trainees every other day, getting tips and tricks from the coaches there. Every other weekend there would be round robin matches at his local community centre, and he participated in over 60 of them, winning 23 of those series’. And after every 4 months, there would be a province wide playoff tree tournament that he would participate in, and he was able to get involved in around 10 of them, winning 2 tourneys.
Braden was able to solidify himself as a fighter. Not a fighter good enough to move onto something like MMA or even WWE, but enough to prove himself big time on the ice. Out of the multitude of fights he got in, he remembered his one big fight very clearly. He was playing in the AA playoffs round robin with his team down 3-1 at home late in the second and looking as though they were headed towards elimination, when he was lucky enough to pick a fight with the opposing team’s captain. After having constantly forechecked the defensive captain, jab at him many a times, and shout a multitude of insults his way, the boy had enough. Upon taking yet another hit from Braden, he turned to face him and dropped his gloves, quickly removing his helmet soon after. He went buckets and gloves with Braden and Braden answered back. The play was stopped dead and the linesmen circled the two boys with their fists in the air. The captain made the first move, lunging himself towards Braden and pulling on his jersey. Braden instinctively ducked his head under the other boys shoulder and the two exchanged a few blows to each other’s sides before Braden stepped up; quickly grabbing the stomach area of the other boys jersey and pushing him backwards, quickly raising his left hand to grab the jersey of the boy and his right hand to throw a swift punch towards the boys temple, hauling him on his side. As the boy began to go down, Braden landed two more blows before immediately skating off to the box and witnessing his destruction. The other teams captain was took off on a stretcher and given a 2 minute instigator penalty. Braden was more than happy at his success. (for having started the fight before the whistle went)
For those wondering how the game ended, Braden’s team was able to use the 2 minute penalty to score a PP goal and make the game 3-2 before scoring two more in the third off of his momentum to win them the game.
It was after that game that Braden continued on with his life, moving up his stature into the NHL still as an enforcer. He was drafted in the fourth round of the 2008 NHL Draft, which was fairly high for a fighter, but it wasn’t all fun and games for him after that.
Just barely into the second year of his NHL career, Braden’s dad suffered a fatal heart attack, leaving Braden the only man left in his family of 3. He took a season off to help his mother and two sisters cope with his father’s death.
Braden’s dad was an avid knife collector, something Braden took a bit of interest in, but never really pursued.  In his will, he left Braden (among other things) his knife set, asking only for Braden to learn them and use them exactly as he would’ve. Braden did exactly that. Apart from spending time with his family and continuing conditioning training to make sure he stays fit for his return next year, Braden used whatever free time he had to learn about his Dad’s knives. He started by watching tutorial videos and seeing if he could do anything by himself, but only learned real basic things about how the knives worked and operated. It wasn’t until he got to his Dads butterfly knife that he went off from there. He wasted no time, finding a tutor to show him how to use and operate a butterfly knife, how to keep it maintained and, of course, how to do all the cool little twirling tricks with them. Braden spent 6 months with this tutor before his contract forced him to return to play with the NHL...but Braden didn’t leave it at that. He took that knife everywhere with him, constantly twirling and spinning it in his hands whenever he could. He had no /real/ practice with the knife, only using it on dummies and sheets of thin wood, but nevertheless, he stuck with it, all the way up until the 7 Hour War and beyond, having expended every resource possible to keep the knife clean and maintained.

The only problem I see with this is if there's not pre-set heights. I could see two guys both getting auths to be, say, 6'6. The one 6'6 guy just so happens to be smaller than the other 6'6 guy and you get a clusterfuck of people claiming to be this height and this height and instead looking smaller/larger than ones who are larger/smaller than them.

Ok. Megusta....

The ones I think should be canned are:
Male 27 (Barny... noo)
Male 18, 28, and 30 (Look too similar to ones already in source)
Male 17 and 19 (hats, I can see problems. Plus arent we getting hats anyway?)

Famale 13 and 15 (mossman and alyx. noooooooooo)
Female 10 and 14 (look too similar to the ones already in source)


The ones that should be restricted to outlands due to apparel:
Female 24, 26, and 30 (2 have camo, one is, well yeah)

Butbut Male 27 is the closest comparison I can make to Keiji

Does Bean have the authorization for advanced firearm and melee skills? If so, please link it.
Eitherway, if he does, I'd like to also see it rp'd out on the server so it also would take a few OOC days to have it fully advanced. I dislike people magically having the ability from one day to another.
Beside, where are you getting the ammo from, as I know it's scavenging? Possible training without?
Please report back to me regarding that.

Basic survival skills? Sure.
The ability to leave OOC? On circumstances: If you decide to leave OOC to scavenge, your character is going to be away ## amount of OOC days. So if you head to scavenge for 3 days, you may not use the characters for fully 3 OOC days before you may return with your character. If you agree on this, then Sure.

Tray himself has linked his auth.

As for having to RP receiving said skills, I'd be fine with doing that.
As for training without the ammo, I tried to see if I could fit it in there and make it so Keiji wouldn't have to use a lot...hence why Beans would smack him upside the head if he ever missed. But, if I can find a way to implement him not using ammo, I'll definitely try.

In regards to having to leave OOC time for supplies, my plan was exactly that. If my char where to leave 3 days OOC time, I would not be able to use him for a full 72 hours.

All in all, I guess the only problem would be the Firearm, Melee and CQC & H2H auths, which I would be 100% fine with having to RP before receiving them.

There's a lot of people waiting for Outlands to come back who aren't returning their characters to the City because, well...they're waiting.
If you're so bored and can't wait for Outlands, do what I did and start developing a Char on city that could potentially be used on Outlands later or maybe make an impact. You can RP and not have to use your extremely OP characters.

And also, if you were to die/be caught in the City, you won't be able to just return to Outlands, so there's always that risk.

Tl;Dr step away from your OP chars for a bit while your waiting and just make a char on City.

Keiji was able to master his ability of Engineering and tech to the point where he became almost obsessed with it. He spent a lot of his time fixing, repairing and tinkering with whatever he could find, occasionally asking around to see if others needed anything of theirs to be fixed. He constantly set out to prove himself an asset when it came to this field, but yet, it was still not enough. Although he did prove himself in the eyes of some, others had different plans, plans that involved ridding of Keiji entirely. After having found out about said info, Keiji knew it was time to take action. He needed someone who could teach him how to fight, how to defend himself, how to retaliate when someone wants to push Keiji around, so he sought help immediately.

Keiji wasted no time, going to the man he knew most in the ass-kicking business- Beans. After a short discussion, he was able to make a deal with Beans: Beans would teach Keiji how to properly defend himself, shoot a gun and swing an axe in return for whatever means of supplies he could scrounge up for Beans’ car. Keiji accepted graciously, starting as early as possible to get his training going.
Beans being the man he was, didn’t have as much free time as Keiji would’ve. But whatever hours in the day he could offer, (which was usually around 4-6 hours) Beans would take Keiji over to his cottage and teach him some practical Close Quarters Combat and Hand-to-Hand, throwing in a Sparring Match ever now and then if Beans felt confident that Keiji was progressing well. There would be a few times were Beans could train Keiji for a good two, maybe three days in a row, but other than that, it would be off days for Keiji, as something big would pop up that Beans would have to go take care of. The training, however, lasted a good three to four weeks, until Keiji was able to hold out against Beans in a hand-to-hand match for a solid hour.

Keiji’s training would then continue thereafter, beginning with firearms training. The time Beans would be able to give per day was almost exactly similar to that of his previous training. Beans started by showing Keiji how to properly hold, handle and reload a gun. He would test him by seeing how long he could hold up a rifle before the weight became too much, how quickly he could snap his gun up and down without hitting himself with it, and seeing how fast he could reload. After being impressed with the results after a week, Beans would then have the two men sit on one side of the cottage’s lake, placing targets on the other side in the shape of random pieces of lumber or fallen pieces of bark, using a spray paint can to draw on circles. Occasionally he would hang a large piece of branch off of a tree, using that as a moving target. Being careful to conserve ammo, Beans was very strict on where Keiji had to hit his target, smacking him upside the head if ever he didn’t get near or in the bulls-eye’s he made on both the moving and non-moving targets. This would go on for the duration of a good, solid month and a half until Keiji would be able to place three bullets in the middle of the bulls-eyes.

After he finished learning his firearms training, he continued to move onwards to Melee training, which didn’t take all too long. Beans would show Keiji how to get the most strength in his swing, where he should typically aim for, and how to be accurate in doing so. He would test Keiji by seeing how quickly he would be able to chop through a huge piece of log with an axe and how accurate he would be with each hit, and also testing him by throwing random items such as empty cans, bottles, etc and seeing how many Keiji could hit in mid-flight. Keiji found it quite simple how to properly swing an axe or a bat, only finding difficulty in being accurate in where he hit, which he was quick to master within a three week duration.

Beans then took a final week to refresh on everything he taught Keiji, and Keiji passed with flying colors. It was at that point Keiji felt confident he would be able to protect himself, and was ready to uphold his end of the bargain.
After two days of preparation, Keiji and Beans both agreed to set outside of Ineu Pass for three days, bringing only their weapons, and attempting to survive off the land in hopes of teaching Keiji how to handle himself away from help whenever he goes out to look for supplies. The travel started simple, with Beans and Keiji having one final “meal” before taking Beans’ car and heading out 15 kilometres from Ineu Pass. It was there that Beans made quick work in setting up a temporary camp, showing Keiji how to use the environment around him to make a small shelter, a fire, etc. Two days passed as Beans continued to teach Keiji where to properly find food, how to boil the water you have to make it drinkable, what plants are good or bad, etc. before their “vacation” was cut short. They had been out collecting water only to return to a camp infested with 4 Antlions that were blocking their path to Beans’ car. Keiji and Beans took quick action, making a quick plan of attack behind a rock. Keiji would sneak around to a pile of logs opposite where Beans was. Beans would then fire a round into an Antlion and divert their attention. As they began to head towards Beans, Keiji would pop up and do the same with his gun, effectively picking the two of them off. When the attention was back on Keiji, Beans would come out behind his cover and slice open and Antlion, focusing the attention back on him. Keiji would then come out behind his cover and slice open the final Antlion as the tow of them would then make a run for his car.

The plan worked perfectly.

The two of them made the quick five second jog to Beans’ car and took off. Just in time, as well, as more Antlions came around at the sight of their dead kin. After a few moments of laughter and bragging, Beans commemorated Keiji on how he handled himself followed directly after by threatening him to hold up his end of the deal. Keiji gave his promise to keep his word, and the two headed back to Ineu with only a few words exchanged thereon.

Perks
Each auth applied for will give Keiji the ability to defend himself and scavange the parts for Beans.

Defects
The few defects I see is Keiji potentially coming back with very little or nothing on his trips to scavange and potentially abusing his newfound skills, making him more of a target again.

Extra Notes: Really, it would just be random spots throughout the map (obviously on higher up areas) that would have slightly denser coverage and maybe a bit of a dug in area. Players (seeing as they're limited to a crouch in GMOD) would be lowered slightly down in said dug in area and covered with some foliage. This would give them the ability to scout out areas, track combine patrols, give eyes on via radio, etc. Just an idea that kinda popped into my head.

I've done this sooo many times out of pure fun. The only difference is I just watch the war go on. I've had Rex for around two years and he still has yet to die during this occurance.
