Maybe have a simplex channel for informal line-of-sight communication (aka someone down the street that you can see) and use the channels that Brandon mentioned for formal code communication?
The system our department uses, the one I based my other posts on, has that- its called Talk Around. Yellow-TA, or Yellow-Talk Around, is for small range communication.

Also make one that is All, means every Gov. could get info here.
In my opinion, it would be dispatch's job to change channels and relay information. Obviously, if there is no dispatcher on, one could simply Change their channel to relay it themselves.

I completely agree, just I only think there should be three channels. One for police, 1 for firemen and paramedics and another for tow truck drivers and bus drivers. SS would count as police I guess.
For sake of efficiency, I'd say 5. Also, for the sake of ease, the frequencies should be listed in relation to a colooor instead of by number. For example: Yellow-1: Police and SS Yellow-2: EMS Yellow-3: Fire Yellow-4: Tow authority & bus drivers (if buses get radios) Y-TAC: aka Yellow-Tactical, situation command and participation. Ex: The police, ems, and fire involved in a hostage situation.

I disagree with this only because people often unintentionally tell partial truths or even lie.

Radio channel would be very cool, and would expand dispatch tremendously. Major +support. This would allow fire, ems, police, bus driver, and towe trucks to operate their own radio nets. Dispatch would have the added responsibility of going in between the channels to relay information during multi agency operations.
On the downside however, I'm not sure how difficult this would be to code.

I'm not saying that they should know, I'm saying that they should think about voice chat. And if there is problems like this in this server, voice chat might as well be disabled. Because it really pisses me off when you can get banned for something you say in text but not in voice because of "lack of evidence"
This is clearly a product of your ban- as seen through the PMs you sent to me. On the note of your ban, even if the player in question had said something to you- you would still be in the wrong. On the note of the thread, we do take voice into account when it is recorded and shown.

Additionally, besides the above points, it adds the ability for a supervisor or whatever to respond faster- and script wise, should not work with the hose, which is an incentive to still use the truck.

The FAQ didn't exactly explain this, but are current TDM cars in OCRP2 going to stay as ours or will they be refunded too? Is the BMW 507's passenger seat fixed here, too?
I'm pretty sure that current TDM cars will not be refunded and will rain yours.

Or, instead of a warning, just make it so if they go to the NPC within while their car is spawned, and lockpicked, they can't respawn it.

You need to go through the proper system to appeal your ban. Look towards the bottom of the forum, go to ban appeals, read the stickied threads, and make your appeal.
Locked.

It'd be nice that if you hit E to get out of your car, the engine stays on. Instead, to turn it off, you hit R before getting out. This would be helpful for most Gov. officials, and many people who have to hop for a second or two. While the engine is on, gas should still be consumed at a reduced rate.

I really like the idea of an added SUV such as an suburban, escalade, or what ever other model is suggested. As far as realism goes, it'd be cool to find one with a push bar (like the escalade Oz suggested). However, as stated, it needs to be limited- perhaps to the police chief- which seems like an effective way to keep it controlled. Maybe make it available to the first two level 3 (or whatever is an appropriate level) cops who ask the NPC for it.
