Alright, so I'm browsin' the interwebs innocently one day, this morning infact, when suddenly!
My screen flashes white, and stays white for about 5 or 10 seconds. Being an impatient bastard that I am, I restarted the computer. When it came back on, it locked up and I couldn't do anything. Instead of showing my desktop it showed an official looking page saying something along the lines of
"You have violated the laws of the Government of Canada. This IP address has been used to visit webpages containing pornography, child pornography, zoophilia..." and other bad things. It says I need to pay 100 dollars via Ukash as a fine for my malicious behaviour :'(
It said I'm locked out of my computer until I can pay the fine. It won't let me do anything. When I alt-f4 it just shows my background picture and I can't do anything. I restarted my computer and ran it in safe mode, and everything worked fine in safe mode, so I'm strongly suspecting it's just a virus, and not a real government thing. It seems pretty unorthodox for the government to do something like that.
Plus, last time I checked, pornography isn't against the law.

No one can lock your COMPUTER for visiting the INTERNET.
The most they could do it contact your ISP to disconnect you from the internet.
Obvious virus is obvious.

If you had been watching child porn, although im unsure of what your laws are like, you'd probably have a police team raiding your house rather than something on your computer telling you to pay a fine.

Canadian government contacts the Internet Service Provider such as shaw or Bell and tell them to cut off your internet. They will then express mail you an official letter with the information. The fine's start at $5000, not $100.

My advice?
Format C.
And this time, install a proper anti-virus program such as antivir or AVG anti-virus. (Which is what I have.)
And of course, stay out of suspicious websites and don't download shit you don't trust. Then you'll be fine.

Instead of formatting, this way you won't loose your data. Press F8 while you're booting up your computer, then enter Windows in Safe Mode. Go to http://www.malwarebytes.org/ (http://www.malwarebytes.org/) and install it. Run it and use a Full Scan and wait for it to finish, then tell it to delete all of what it picked up. Shutdown your computer and restart into normal mode, hopefully it's gone. Get a good anti-virus product, I use Malware-Bytes Pro, amazing protection against almost anything, it's pretty cheap too.

Another way would just to enter Windows normally, then press Control + Alt + Delete, to open up Task Manager. Then go to the 'Processes' tab and go to 'File' in the upper left corner. Then click New Task, type in 'explorer.exe'. Then look for some strange processes, report them in this thread.

Yeah. I mean its abuse, molestation, etc. Anyway, sounds like a virus to me, though I never heard of one like that before.

Thanks for the help. I'm doing this as we speak and I've found a few suspicious files such as a folder named "Internet Exprorer" fastsrch.dll
I did some researching and found out I have a type of malware often referred to as Scareware or Ransomware.
I got a picture on my screen very similiar to this one, but it said a few different things, and of course wasn't UK, it had Canada pictures n stuff.

This is a virus that also comes with paysafe cards. (Written on the card.) If you have this virus you need to call: 078158157
I am serious the guy at the koisk (where I buy my card.) Told me this. I advise giving them a call.
Did you use Ucash or paysafe? If so this is probably the reason.

The Canadian version of the virus I got didn't have grammatical errors or down syndrome (because down syndrome runs rampant in the UK, not in Canada.)
I've never used Ukash or Paysafe or whatever, but I use Malwarbytes and Vipre to find and remove the virus, and a few other things, and my computer seems to be running normally again now.

Malwarebytes is amazing, use it myself.
Though I do recommend using Microsoft Security Essentials over than any other virus software out there I guess.

I use LogiCommon Sense Anti-Virus 1994. It works amazingly well. Havent had a virus since 2009.

Being dumb and going on random warez websites or actually being retarded enough to click ads that say "SIR, THERE BE 5000 VIRUSES ON PC, LET SCAN US IT". It is very easy not to get viruses and I haven't had one on this PC yet, and had it since April/May time last year.

I currently use AVG on my computer as we speak. It does the work itself and it blocks everything such as pop-ups to viruses that I download over the internet. It is for free and you should download it as we speak. It's a great program indeed.

Dad got this a while ago i just reformatted his c drive, one of the most faggotass viruses out there. I always wonder why the world is full of pricks that do this.
Also everyone has had a virus rofl(unless you have a mac), you are a out right liar if you say you havent. You may of had a virus that you didnt see or pick up on, it happends.
