He took the list from exiled community and put it gmod named as cheaters.cfg (/cfg folder)

This doesn't mean be a idiot and blatantly aimbot as you will get banned

You can not EVER compare hacks for online games and hacks for singleplayer games.
Cheating with GTA doesn't effect any other players and make it unfair for them. You can cheat all you want and no one would complain.
Go cheat on a multiplayer game, and you have the entire server bitching at you.

I have nothing against cheaters on SP games. I use cheats on GTA myself after I finished the game and whatnot. But MP? Just get skill or gtfo.

i dont get why people say this is illegal, its part of a new anti cheat system for garrys mod, it's not illegal for him to add a new file to servers
