:: Overview ::
The City 45 Business Foundation, or CBF, is an organization set up by Civil Administrator Doctor Micheal Johanason as an unofficial successor to Doctor Mitchell's project. It aims to do three things;

One: Provide citizens with a source of income and happiness by providing them with their own store, which will be overseen by a Civil Worker
Two: Increase the Civil Worker's Union's activity (//More of an OOC thing, but still)
Three: Overall improve the stability and economy of City 45

:: Work force aspects ::
Each store that wishes to be franchised under the CBF must first submit an application to Doctor Johanason, or an appointed worker. Following the application process, if the application is accepted, the citizen will be summoned to the Nexus. His or her data will be updated, giving them an authorization, franchise information, and a CBF ID, adding the following:

The CBF ID is a 6-character code containing three numbers and three leters, being the first three digits of the citizen's CID, the business type (First letter, explained below), and the approving administrator's initials. Example: 863AMJ

:: Business types ::
The types of businesses are;
A: Grocery store
A grocery store supplies UU-branded products to the general population, but cannot serve hot food as a restaurant is able to. They are allowed to sell fruits, vegetables, and other foods, but not actual meals.
B: Restaurant
A restaurant is equipped with stoves, grills, fridges, and other products to aid in the creation of food. They are authorized to create and sell meals, either to go, or not.
C: Other
A business marked as 'other' does not fall under either of the two categories above. It can sell things from furniture, to appliances. It depends on the type of business.

:: Note ::
Owners are able to set their store's prices, so long as it stays within a reasonable amount

:: Criteria for employment ::

Civil Worker [Manager]
:: The worker must be in the Public Relations Department
:: The worker must be reasonably active and able to aid the Citizen owner in the daily operations of the business

Citizen [Owner]
:: The citizen must be able to maintain a business should his overseeing manager not be present
:: The citizen must have an existing business permit for obvious reasons
(// It's recommended that citizens have TT, as well.)

:: Limitations ::
:: The citizen is obviously not able to provide or take any contraband items.
:: The citizen is limited to having three employees, taken on at the discretion of the owner
:: The citizen must create a daily sales and inventory report to be taken to the Civil Administrator by the store's manager

:: Note ::
The Civil Administration staff is going by the word of the citizen that he will be completely honest about his or her sales and inventory requirements.

The experience isn't just about being a cp. Sure it beats licking the blood off of boots, but being a civilian is just as much fun. Besides, the key to earning things is to be patient. Remember to help out just to benefit the union, not for yourself.

I suggest not trying to earn points, just passive roleplay doing random things that benefit the city. If your trying to do something, it won't happen. Source: Licking boots after sweeping an empty part of the city.

A chemical cloud is easily canonically realistic, there could be some sort of shelling with gas rather than headcrabs, maybe a GRID project gone wrong, there's so many possibilities with that.

Scanners are the CCA's best friend. They can be used in places that are inhospitable or inaccessable for units, like District Six.

Authorizations
Scanners require OfC+ authorization to conduct an aerial patrol of the plaza. From my experience, here are the authorization you need for the different districts:

D1 (Plaza): OfC+
D2 (CWU): OfC+
D6 (Webuland): CmD+ or GRID DvL

Controls
R: Flash
LMB: Beep 1
RMB: Beep 2
Alt: Follow*

*Also gives you the char's name. You have to /me flashing them then use alt to get their name and run it through /viewdata

Behavior
DO NOT run around lolflashing citizens
DO NOT run around lolbeeping
DO NOT flag on your scanner without proper authorization

Scanners always talk over the radio in all caps. Example:
Dispatch radios "<:: SCN 441 REPORTS: AUDIO VIOLATION: CHANG WU. LOCATION: UCH STEPS."

Scanners never confront citizens, they only report things. If you see a citizen doing a crime, report it on the radio.=

One more advanced thing you can do is 'relay' your CCA character's voice over your scanner. Example:
C45.CCA.GRID-04.123 radios "<:: 441, sir, is it possible for you to train me?"
Dispatch radios "<:: UNIT 441 RELAYS: Not at the moment, 123. I am 10-6."

As a citizen
Don't grab a floating hunk of metal, k?
