:: Overview ::
The City 45 Business Foundation, or CBF, is an organization set up by Civil Administrator Doctor Micheal Johanason as an unofficial successor to Doctor Mitchell's project. It aims to do three things;

One: Provide citizens with a source of income and happiness by providing them with their own store, which will be overseen by a Civil Worker
Two: Increase the Civil Worker's Union's activity (//More of an OOC thing, but still)
Three: Overall improve the stability and economy of City 45

:: Work force aspects ::
Each store that wishes to be franchised under the CBF must first submit an application to Doctor Johanason, or an appointed worker. Following the application process, if the application is accepted, the citizen will be summoned to the Nexus. His or her data will be updated, giving them an authorization, franchise information, and a CBF ID, adding the following:

:: CBF ID ::
The CBF ID is a 6-character code containing three numbers and three leters, being the first three digits of the citizen's CID, the business type (First letter, explained below), and the approving administrator's initials. Example: 863AMJ

:: Business types ::
The types of businesses are;
A: Grocery store
A grocery store supplies UU-branded products to the general population, but cannot serve hot food as a restaurant is able to. They are allowed to sell fruits, vegetables, and other foods, but not actual meals.
B: Restaurant
A restaurant is equipped with stoves, grills, fridges, and other products to aid in the creation of food. They are authorized to create and sell meals, either to go, or not.
C: Other
A business marked as 'other' does not fall under either of the two categories above. It can sell things from furniture, to appliances. It depends on the type of business.

Owners are able to set their store's prices, so long as it stays within a reasonable amount

:: Criteria for employment ::

Civil Worker [Manager]
:: The worker must be in the Public Relations Department
:: The worker must be reasonably active and able to aid the Citizen owner in the daily operations of the business

Citizen [Owner]
:: The citizen must be able to maintain a business should his overseeing manager not be present
:: The citizen must have an existing business permit for obvious reasons

:: Limitations ::
:: The citizen is obviously not able to provide or take any contraband items.
:: The citizen is limited to having three employees, taken on at the discretion of the owner
:: The citizen must create a daily sales and inventory report to be taken to the Civil Administrator by the store's manager

The Civil Administration staff is going by the word of the citizen that he will be completely honest about his or her sales and inventory requirements.

The note is written on a piece of cardboard, it is specked with blood. It has various depictions of torture and violence along the outside edges. It has a depiction of Death, brandishing his scythe openly. One copy is found in the UCH, another in the District Six entrance tunnel.

There is something inside of me.
It is coming out to kill you.
My blood runs cold.

The time has come. There will be no end. The toll will rise, as Death reaps his prize.
I cannot be appeased. I cannot be fixed. I continue the murder.

Guides / Scanners and you!

Scanners are the CCA's best friend. They can be used in places that are inhospitable or inaccessable for units, like District Six.

Authorizations
Scanners require OfC+ authorization to conduct an aerial patrol of the plaza. From my experience, here are the authorization you need for the different districts:

D1 (Plaza): OfC+
D2 (CWU): OfC+
D6 (Webuland): CmD+ or GRID DvL

Controls
R: Flash
LMB: Beep 1
RMB: Beep 2
Alt: Follow*

*Also gives you the char's name. You have to /me flashing them then use alt to get their name and run it through /viewdata

Behavior
DO NOT run around lolflashing citizens
DO NOT run around lolbeeping
DO NOT flag on your scanner without proper authorization

Scanners always talk over the radio in all caps. Example:
Dispatch radios "<:: SCN 441 REPORTS: AUDIO VIOLATION: CHANG WU. LOCATION: UCH STEPS."

Scanners never confront citizens, they only report things. If you see a citizen doing a crime, report it on the radio.=

One more advanced thing you can do is 'relay' your CCA character's voice over your scanner. Example:
C45.CCA.GRID-04.123 radios "<:: 441, sir, is it possible for you to train me?"
Dispatch radios "<:: UNIT 441 RELAYS: Not at the moment, 123. I am 10-6."

As a citizen
Don't grab a floating hunk of metal, k?

Events / [SUGGESTION][City] A short drop and a sudden stop.

It is a cold, gloomy day in City 45. A train arrives, bringing more Civilians. A seemingly normal day.  But suddenly, A man, held by the arms of two units wearing trench coats bearing shotguns walks out of the Nexus on the balcony. He has a black bag over his head and he is in classic Resistance dress. A group of citizens has gathered. Whispers of confusion spread through the crowd like a wildfire. A unit in his ceremonial uniform appears. He seems to be a high-command member. A noose is put over the man's head, the black bag never removed. The two trench-coated units step back, taking places next to the high-command unit. One of them is ordered to step up to the man, pulling a lever. The man feels a short drop and a sudden stop, his neck breaking and his breathing quickly cut off. His life flashes before his eyes as it is extinguished. All of the units present move back into the Nexus as a screen flickers to life, showing a Civil Administrator. He begins his speech regarding the event. Flies begin to congregate around the corpse, buzzing loudly. The crowd breaks up, obviously scared by the event and return to their daily lives.

Information
This event is about the public execution of a resistance member. It would likely turn into a lolriot due a resistance member dying, but that could be dispersed and controlled ICly and OOCly. It would create some sadness/angerRP and be a fun event for all involved. The resistance character could be played easily by making a new character and teleporting it to the Nexus.

 I feel strange. I feel like I am less sane than I was in City 7. City 45 is different, but the same. It has the same CCA, the same Overwatch, the same Nexus, the same terribly brutal conditions, and the same ghetto-like districts. City 45's ghetto is District six. I have found a small room and set up in it. I have been shot no less than three times. My wounds are terrible, but clean and fixed. I've only given my name out to one person, Daeny Morrison, my brother Sam's friend. I feel that that was a bad idea. The times I've been almost arrested were too close. Twice I had to throw myself into the unit when he least expected it, then run. That's how I was shot. There's one unit.. 899, by the looks of his armband, in particular that I dislike. He must be removed.

** Micheal Cruise holds the 2.5 foot long lightbulb in his hands, weighing it.
** Micheal Cruise moves down the tunnel, heading to the Canals
** Micheal Cruise moves down the ladder, hopping off the last few rungs
** Micheal Cruise holds the flourescent lightbulb out infront of him like a sword, swinging it down at the car's hood with full force.
** The lightbulb shatters
** Micheal Cruise picks up a particularly long and nasty piece of glass, dusting it off.
** Micheal Cruise pockets the glass, hoping not to cut himself. He drops the remains of the lightbulb, moving away
** Micheal Cruise leans into another car, using his hand to rip off some leather from the car seat.
** Micheal Cruise takes a few loose metal scraps from the floor of the car, pocketing them.
** Micheal Cruise moves down the canal and up the ladder, quickly heading to the Generator Room.
** Micheal Cruise locks the Generator Room Door.
** Micheal Cruise lays all of his parts out of the floor, looking at each one.
** Micheal Cruise wraps one layer of leather around the glass, making it safer to hold.
** Micheal Cruise Places two metal scraps around the leather part of the knife, wrapping them in leather.
Micheal Cruise says "Alright.."
** Micheal Cruise wipes some sweat off of his brow, popping his knuckles
** Micheal Cruise carefully picks up the piece of glass, laying two more pieces of metal down around the glass.
** Micheal Cruise struggles, bending both pieces of metal around the 'blade'.
** Micheal Cruise puts another piece of metal around the top of the handle of the knife.
Micheal Cruise says "Great."
** Micheal cruise pockets the knife, hoping he won't cut himself.

-Stealth knowledge

Micheal Cruise has always loved the art of stealth. He watched many James Bond movies as a child, and played many games like Splinter Cell before the war. He began to reconstruct scenes from these movies with his friends, taking them out one by one. Eventually he enrolled in a specialized Karate class, which taught him less combat skills, but more stealth skills. He regularly practiced stealth, laying down in fields at night and making people find him, walking down the street at night, ducking into the grass if a car comes by. He always wears dark-blue clothes, which allow him to blend in to dark places. [Complete pitch black just makes you stand out, dark blue makes you blend in more]. When the War hit, he went to the nearest helicopter and waited to be bundled in. He complied with everything they said, eventually making it to City 45. When he was handed the Boilers, he knew he almost immediately had an advantage due to their color. He moved around quietly and slowly at night, making few friends. He eventually learned to hate the Civil Combine Authority, knowing he needed to join some sort of Resistance. He couldn't find any groups, so he became a freelance rebel.

-Medical Knowledge

He regularly observed people in 'The Safe Haven' in District Six being treated. He learned the best way to stop bleeding is to apply pressure, the best way to treat gunshots if they go through, is to apply pressure, clean the wound, and cover it up. He has self-treated many gunshot wounds. His martial arts class in his early life also focused on medical treatment as part of the Stealth course. He learned how to treat sprains and pulls and sprains in the field quickly and effectively. He was studying to become a doctor before the war hit, so he also has partial medical knowledge on more advanced things.

What will these authorizations give your character in regards to perks or defects?
Perks
An useful, easily concealable tool/weapon, it's effectiveness almost doubled due to his stealth skills.
Ability to treat people who are injured, saving lives.
Ability to conceal himself during times of crisis, or just 'disappear' all together with his skills.

Defects
A quick amputation due to owning a weapon if he is caught.
People would bug him all the time for treatment.
He could be classified as 10-103M for hiding by being on the ground, or by staying away from other people like they're the plague itself.
Slight paranoia about being around other people in general.

What do you plan to do with these perks/defects?
I plan to keep my character hidden, keeping to himself. He will use his medical skills to treat himself if needed, and his knife only in self-defense.

Will anyone else need these auths? (If so, list OOC and IC name(s))
No, nobody except Micheal.

Extra Notes (optional):
His stealth skills are merely basic, only able to conceal himself. The knife is made out of thin glass, so it's breakable, but it is reinforced by two metal bands.

Approximate kill count: 11-27 [Large discrepancy due to two uprisings, where he shot into a crowd of citizens after orderred by the Commander himself.
Short biography: This unit has witnessed firsthand MANY killings and brutal maimings at the hands of the CCA and high command. He has been hardened due to this and, although he still feels slight remorse when he kills, will not hesitate to do it. Commander 031 is the unit he respects the most. He has an extreme hate for citizens who disrupt sociostability, and will beat them with no remorse if necessary. He will only hesitate if he feels that the citizen has done no wrong.

Bug Reports / HL2RP on Mac problems.

ALRIGHT so I've managed to connect and get through the character selection screens just fine, but the video stuff is MAJORLY fucked up. No Lua errors at all, just messed up graphics.

Screenshots:
Notice how there's a Combine Light, who's model has a bright part on it.

I really think it has something to do with the Vignette effect and the 'Mask' effect you get on CCA characters.

It doesn't boot me off of the server, but it actually crashes my game and crashes the game when I try to connect.

Bug Reports / Weapons are VERY jumpy on the screen.

By jumpy I mean when I move, the weapon bounces around the screen.

It's usually worse when I have less FPS.

<::|| Well I guess it's time I started my logs. I haven't even began to unpack yet, even though it's three days after my interview and acceptance. I think I've made a good impression on the UNIFORM High Command units, and I've made a few friends, 899 and 245. 245 is an 03 who's tactics are a bit.. Unorthodox, but they get the message through. 899 likes to fight in the H2H room. He was promoted to 04 yesterday. Hopefully, I'll be able to go on leave for a day or so and tell Dad that I got in. Hopefully. I've been having some... Scary encounters with the Commander. Just today, he walked into the RDT, looked at me and another unit, both of us at attention, he pulled his magnum out of the holster, and walked off. I was scared. [Expletive]less. I hope that the only time I have to meet him in the HCMR is for a promotion.. I have five days left as a recruit, and I still have about 10 training courses to go. I really need to step it up. ||::>

Bug Reports / Cannot change characters when tied.

I was tied on my Loyalist char for a CCA interview. I was accepted, made my char, and RP'd changing into my uniform. When I tried to change, it wouldn't let me change to my CCA char.

I know the basic rank structure (Rct, 04, 03, 02, 01, EpU/AmU/EmU, OfC, DvL, CmD, SeC), but I've heard of different stuff like EtL. Is there a full rank list anywhere?

As for COTA ranks, I don't know anything about them.

Could someone kindly explain the ranks?
