(Suggestion) Tainted Water.

Maybe if we did an event were someone or somehow the water got tainted, rather it be by accident or on purpose. It could cause some symptoms like coughing, vomiting or sweating (The admins will probably choose.) The citizens infected could be forced into quarantine or something I am going to keep it rather simple and leave it at this.

The only place to get water is from Breen's water and contraband bottled water, I believe, so this wouldn't really work.

Yeah as stated above Breen's water is the safest a citizen could get unless the shipment of it was all tainted. And bottled water wouldn;t work since people would avoid it to make sure they aren't caught.
