You can see a sign on the First Garage when you enter P2. There stand Help wanted with a following test below it.

Help Wanted

Civil Workers Union are looking for four Loyal and cooperative citizens to work on this factory.
You will work in three cycles (15 minutes) and get a payout on 5 tokens for each packed shipment.
