Fixed Bugs / Car Breakdown Bug

While out of my car with the engine on, the car was destroyed; however, I could get in it and drive it still. When I tried to turn the engine off, I got a hint saying it was broken and to get it repaired. Looks like the engine needs to be forced off when a car breaks.

Maybe not these ideas specifically but I do like the idea of the dispatcher having a menu similar to that of the police chief but for all government jobs. Where they can view them. Also I always wanted that menu to have unit numbers for each person, that person would know their number because as a government person you would have something in the top left hand corner next to the time saying it.

That would definitely make the job much easier, along with my suggestions. I've actually kept a list myself of everyone and his/her call sign. Sometimes, though, it gets disorganized when several people change jobs. I've had to wipe my list and go through every unit, assigning them a call sign at one point. The only thing I'd have to do myself after this is track which units are sharing a vehicle, and who is doing what.

While playing as a dispatcher, I've noticed the following shortcomings:
  • Player joining/leaving government job message should contain which job the player has joined/left; it is difficult to keep a list of who is what updated, when you have to scour the scoreboard for changes
  • Emergency phone call should have an indication that the call is emergency, and not a regular call

Fixed Bugs / Stamina Error

What happened when the bug occurred?
After rejoining the server, I got an error whenever I tried to sprint. I eventually crashed. I did nothing special to get this, so there's nothing to help your reproduce it; sorry.

Would you please add if your skills were basic / advanced / expert?

Beside your perk:
Klaus can be trained to operate and repair Combine technology
You can ONLY be trained in the Combine Technology by the CCA. Therefore, you can't have this perk.
+ Combine technology is alien technology. Some is earth-like, but not everything.
On your scale, it would be advanced. Also, the Combine tech perk is not that he can use their technology, but - because of his skills - he could be trained by the CCA quicker and take to the training better than other people; in a minor way, of course.

The Calm (1989-2004)
October 13th, 1989 gave a healthy child to the world, much to a superstitious family's surprise; it was Friday the 13th, and so close to Halloween. Donned in what seemed to be all the charms in the world, a smiling father rocked a small, warm figure in his arms. The family survived in a cold, small house in West Berlin. Lucky to have been on the right side of the world when the Wall went up, Klaus Zusammen cherished a happy childhood. Regardless, the Berlin Wall fell sharply just months after his birth. His family celebrated when they could reunite with old friends who lived in the German Democratic Republic's harsh rule. Klaus was an intellectual child, but never much more than average. He, however, matured quickly, and took to books. Spending hours in the library, till he had no choice but to return home for dinner. Klaus wanted a practical life, and prepared for it early. He took business classes in school and - at a high pace - learned the ins and outs of a good deal. Klaus never went to a university; he found a job right out of school. The young man moved to Münchin to work as a car salesman. Selling was not his only passion, though: nothing excited him more than grasping a wrench and opening the hood. Self educated, Klaus soon repaired as many cars as he sold and became rather well off. His fortune, sadly, would not last long.

The Storm (2004-2011)
Words spread like fire around the world: scientists, aliens, portals; it almost sounded like a hoax, a joke, unreal. No attacks had struck in Germany yet, but no chances were to be taken. Cities were turned into refugee camps as populations who lived outside of the cities were rounded up and brought outside. Passions flared; a new race was in attack mode, but yet the people's minds were still against the government. The tyrants! The monsters! Forcing citizens under military rule! They didn't vote for it! They didn't know that their fighting would be obsolete soon; they didn't know that this government would soon seem like a blessing compared to what was coming. Anyone with skills were put to work. Klaus had skills, and he helped with the mechanical technology around the camp. He was trained to repair and operate various military vehicles. Klaus was not much of a soldier, however, so he stayed away from the fight and worked in the background. He soon became a scavenger and recycled anything he could get his hands on into something useful. The military highly appreciated his work, but didn't treat him to match how they felt. The soldiers often harassed Klaus about about his meagre strength, despite its balance by his intellect. Unaffected, Klaus worked endlessly to ensure the camp was well protected. People's cooperation increased with the alien attacks. They thought they could be safe if they worked together with that goal; hoping they could wait it by. It almost seemed like they could, but a far more serious force had to speak its lines. The Combine attack begun in 2010; the Combine attack ended 7 hours later. Defeated races, built to their optimum power, were too strong for the human militaries. There was little fighting. Klaus knew he had to survive, and he knew the only way how.

The Peace (2011-)
"There's no reason to make them angry," Klaus could only try to convince himself. He knows how poorly the people who only made a minor disruption are treated. How they are beaten; how they are killed. He faces none of it. Klaus comfortably perches his lips on the invaders' hind-quarters whenever asked, and he was rewarded. He figured death was inevitable, so he might as well as make life easy. He looks up rather than down, and he saw what he could become and how well he could live. He decided that he'd try to not survive, but to thrive. Klaus wants to feel the protection of the Combine armor and power. He wants to be one of them. He figured that he might try to put his skills to his advantage and earn respect from the Combine. He has a long road ahead, but is confident.

After some time of little going-ons in the Outlands, Andre decided that it was time to look elsewhere for people who may need help; his itch to make sure everyone he could help always got help not being scratched. He took just enough supplies to satisfy him and anyone he might meet for months. After many weeks of hiding by day, and moving by night, Andre found himself in some woods. He searched deep inside, when in the distance, he spotted a fire in the dark night. Andre squinted towards it to find other structures: tents, lean-tos, and towers. He slowly approached the camp, sure not to startle anyone who might be inside; he hadn't planned on violence, but one can not be sure anymore. There were cots, with men laying on them; they did not look well. A young woman slowly approached them, and tended to them. Elsewhere, armed men stood in circles and spoke, their laughter loud and booming. Just outside the small camp, a tow-
    "Hey! Who are you?" Andre slowly turns, to find a large woman in a white, blood stained coat standing above him. She had a dark complexion, red hair, and a dirty face. "Well, can't you speak?" she interrogates. Andre stands tall, attempting to appear calm.
     He speaks quietly, "I mean no har-"
     "I didn't ask for that, I asked for your name, so tell it!" she commanded.
     "I am Andre, I-"
     She wouldn't let him speak, "Well, Andre, what are you doing here?"
     "I've been out for nearly a month, alone, looking for-"
     "So, you must be hungry!" By then, a large group of people have gathered. The red haired woman spoke to a stout man in an apron, "Fetch some good food!"
     Andre insisted, "Well, I-"
     "No, you'll eat!" There was no arguing. They brought him to a large, makeshift dining hall with many tables and chairs inside. Andre was sat down, and looked around the room. Many people were standing around him, staring at him as if they were inspecting him. Shortly, a large, stone late was placed in front of him. Andre's eyes widened, and his mouth almost dropped. The plate was topped with vegetables, meat, and rice. They seemed fresh. Andre looked up, suspicious, but was met by the red haired woman's gaze. "Come on, then! You're hungry!" Andre looked down to his plate, and slowly took his fork. It was not that he thought he may be some trick, as if the meal was poisoned, but he felt that what was happening was the opposite of his intent: he wanted to help others, not vice-versa. He ate modestly, but finished the plate, as to not disappoint his hosts and be wasteful. "Well, now that you are fed, we may talk!" The woman always spoke loudly. She led Andre into a tent, but this time no others followed her. The tent was bare, save for a woolen "sleeping bag" on the ground. The woman sat, still seeming large, even next to the still-standing French-Canadian with his heavy build. She gestured him to sit as well, and Andre complied.
    "I am Maggie, Maggie MacLinn," her voice seemed proud, "and I run things 'round here." Andre seemed surprised at the name, though she looked Irish, her voice sounded more European. "So, Andre, where is it that you are from? You have got some sturdy clothing on, and is that a military insignia?"
    "I came from a mountain range, just outside a city. It-"
    "Which city?"
    "City 45, I left the city and found myself there." Andre proceeded to explain his story, at least the part starting from after he escaped the city. Maggie sat quietly, interested.
     "So, you are a soldier?"
     "Eh, yes, I suppose."
     "You like to help, then?"
     "Well, yes, I do."
     "Good! We've got some injured, and we-"
     It was Andre's turn to interrupt, "I do not know medicine."
     "Well, see, I'm the only one 'round here who does. No one else is willing to learn, they're squeamish, or something."
     "I can learn then, if you can teach." Over a few months, Andre picked up basic field medicine. He was no surgeon, but he could handle the many wounds and infections the people at the camp received. He stayed at the camp for a months longer, but decided it was finally time to return to those outside City 45. He thanked each member of the camp, who all supplied him with food and water to return. Andre had kept a log and a map of the way he came, so returning was much quicker, and only took 2 weeks. He immediately returned to the large bunker on the peak of one of the mountains, to find it demolished and seemingly abandoned. He ran to Belles, and found old faces in the inn there. Andre had returned to his friends with unforgettable experience.

Perks
Medical knowledge:
     Tend to wounds up to the severity of a high velocity rifle,
     Tend to infections and some illnesses.

Defects
During the trip, Andre had lost quite some weight, and is now weaker.
Andre's combat knife is now more dull, and needs sharpened.
Andre may be pressured in situations where he is the only one with medical knowledge to attempt things he does not have the knowledge to.

It would be nice if there could be a version of that without administration for people to use to check the status of other characters. Maybe also something like the server status BBCode for characters to use as an auto-updating signature status.
