Am I a criminal, or do I just have a virus?

Alright, so I'm browsin' the interwebs innocently one day, this morning infact, when suddenly!

My screen flashes white, and stays white for about 5 or 10 seconds. Being an impatient bastard that I am, I restarted the computer. When it came  back on, it locked up and I couldn't do anything. Instead of showing my desktop it showed an official looking page saying something along the lines of

"You have violated the laws of the Government of Canada. This IP address has been used to visit webpages containing pornography, child pornography, zoophilia..." and other bad things. It says I need to pay 100 dollars via Ukash as a fine for my malicious behaviour :'(

It said I'm locked out of my computer until I can pay the fine. It won't let me do anything. When I alt-f4 it just shows my background picture and I can't do anything. I restarted my computer and ran it in safe mode, and everything worked fine in safe mode, so I'm strongly suspecting it's just a virus, and not a real government thing. It seems pretty unorthodox for the government to do something like that.

Plus, last time I checked, pornography isn't against the law.

I mean, they would most likely have done more than a simple fine.

No one can lock your COMPUTER for visiting the INTERNET.
The most they could do it contact your ISP to disconnect you from the internet.

If you had been watching child porn, although im unsure of what your laws are like, you'd probably have a police team raiding your house rather than something on your computer telling you to pay a fine.

Canadian government contacts the Internet Service Provider such as shaw or Bell and tell them to cut off your internet. They will then express mail you an official letter with the information. The fine's start at $5000, not $100.

My advice?
Format C.
And this time, install a proper anti-virus program such as antivir or AVG anti-virus. (Which is what I have.)
And of course, stay out of suspicious websites and don't download shit you don't trust. Then you'll be fine.

Instead of formatting, this way you won't loose your data.  Press F8 while you're booting up your computer, then enter Windows in Safe Mode.  Go to http://www.malwarebytes.org/ and install it.  Run it and use a Full Scan and wait for it to finish, then tell it to delete all of what it picked up.  Shutdown your computer and restart into normal mode, hopefully it's gone.  Get a good anti-virus product, I use Malware-Bytes Pro, amazing protection against almost anything, it's pretty cheap too.

Another way would just to enter Windows normally, then press Control + Alt + Delete, to open up Task Manager.  Then go to the 'Processes' tab and go to 'File' in the upper left corner.  Then click New Task, type in 'explorer.exe'.  Then look for some strange processes, report them in this thread.

Yeah. I mean its abuse, molestation, etc. Anyway, sounds like a virus to me, though I never heard of one like that before.
