Right now, fuel is consumed when your car is on. Doesn't matter what you're doing. This can be pretty annoying. Also, when you exit your vehicle and the engine is still on, there no real way to tell.
I think fuel consumption should be like 20% while idling and 100% while holding w or s.
As for the sounds, might there be a way to keep the engine sound on when you hop out? Also, I've made a sound for starting your engine. This would just be used for all vehicles. https://dl.dropboxusercontent.com/u/52871438/sounds/soundremix/car_start1.wav

I agree with this, if possible, make fuel consumption based on velocity or something.
also, another just small and probably insignificant thing, but can we get fuel measured in liters/gallons rather than percent?

This, and where I live we don't even use the Imperial system.

OCRP uses MPH and rockford has Gallons on gas prices so gallons would be a good idea.

All in all good ideas, my old fuel system test for a gamemode I was going to create used velocity and keyboard checks, and mass.
I can change it to gallons but the fuel gauge will still depend on the percentage to move the dial.
As for engines, it's pretty possible to do. Ent:fire() allows you to enable/disable the brakes, locks and engine.

Anyone against this?

I imagine if anyone was they'd have posted by now.
Anyways, as previously suggested we should have an option in the menu that lets you switch from Imperial to Metric. Adding this, aside from configuring the menu, would be the same as duplicating the current GUI code, converting all of the Imperial values to their Metric counterparts, and editing the lines of code that contain the Imperial values accordingly.

I agree with OP, system should be changed to roughly that of 20%.
