In complete regards to RTLK's demotion of which I don't want to get into any further details, theres the matter of whos running the applications now? This is near the deadline (which was bi-weekly) for a review among all of the applications and no one has announced their control over them. It would be very much appreciated if someone would take his place and check for us please.

Xen, a planet far from the Milky Way housed creatures of all kinds. Small or large, hideous or diabolical, it had them. The intelligent species of the planet which created complex civilizations were the vortigaunts. Retaining their appearance and identity of aliens to the human race was very easy, yet they had not known of their existence at all until the portal storms began during the Black Mesa incident.
Kyysren' Englerc was not born on Xen, instead he was born on his real homeworld. Unfortunately though, the Combine's borders extended past his homeworld and forced him to retreat with his many kin to Xen. They colonized without proper conditions for necessary survival, since the reign of the Nihilanth had forced most of the Vortigaunt species into slavery. But they continued to live and reproduce. For a time there was peace, the Union had not discovered Xen until the portal storms began.
Kyysren' Englerc worked hard labour under his ruler, the Nihilanth, who was unforgiving to his people and very few were able to overthrow him. Kyys saw that this was not a wise choice, possibly leading to the extermination of his existence, so he served without complaint or resistance. Then, unexpectedly, the portal storms began. A dimension was created in Black Mesa that allowed Gordon Freeman access to Xen, where he killed the Nihilanth and 'technically' freed his kin despite their hostilities against him.
Kyysren was forced into these portals alone, teleporting from Xen to Earth in nearly an instant where he settled underground. The area was new, but the hard rule of the Nihilanth had forced him to be tough. Adaptation was required, he hunted, ate, and drank what he could. There wasn't much available, but he refused to escape the tunnels which safely hid him during Earth's survival against the Xen creatures.
Kyysren's first witness of the human species was during a riot. Hundreds spread out, rushing through the traintracks as headcrabs ensnared them. Kyys watched, he felt some sympathy for these men and women. They yelled, the tone in their voices showed pain and misery, but the language was exotic to his ears. The last of them had either died out or escaped, none of them found their way into Kyys's hideout. He was relieved, the humans scared him with their strange technology. The handheld objects they used were loud and bright, the projectiles they fired only complimented that they were dangerous.
So he stayed, waited, the loud footsteps and shouting above him grew fainter over time. His ignorance of what lied beyond him evolved to a point where he felt detached from his ancestry. He was alone, no others of his kind to assist him in his day by day survival. Even now, he regrets not possibly running into a portal where he could reunite with his family. His vortessence which allowed communication between his allies and to manipulate the powers of nature were practiced often so that in times it was needed, it wouldn't be dulled out from age.
Finally, the 7 hour war struck the Earth harder than ever. He heard it, explosions, bullets firing and people yelling in agony. Kyys waited, staring at his entrance in the possibility that he may be attacked. A loud rumbling echo was heard through the pipe, he prepared to use his vortessence. But, it wasn't a man, or a synth, or even a headcrab, it was the sound of flowing water. At first it came easy, but then it exploded. The floodgates which had kept the sewers dry bursted and Kyys was shot through the tunnels against his will.
He drowned, but had not died. The water washed off his body and he was exposed to the hot, bright, sun. He laid faint, the rhythm of footsteps approached him, two arms grabbed his shoulders. Kyysren' panicked, he didn't move at all and kept his eyes shut. The men spoke to each other in a quiet whisper, in such stealth it seemed as if they were approaching battle. On the contrary, however, they were fleeing to safety and taking Kyys with them.
They threw him in a chair, he still refused to move. Both of them possibly considered him dead, until they saw a twitch. Their attitude changed from what Kyys heard after his involuntary action. This could've been his last seconds, so he decided to wake. The giant red eye coupled with smaller eyes stared at both of the men. The projectile weapons which Kyys had seen times before weren't there, so he felt safe. Communication between both of their species proved to be difficult.
Kyys continued to live with the two men. They were friendly, offering water to drink and food to feast on. He felt much joy that he wasn't alone anymore to fend by himself. Kyys kept up his share of work around the outlands, as the Combine began to rule the planet and institute tyranny to the people it governed. He was aware of their presence, he could feel it like he did back in his original homeworld. These powers were also able to keep the group safe from sweeping hostiles that roamed the surface.
Kyysren' Englerc began to learn english, yet he still struggles. The two men spent hours a day helping him study. The effort gave him confidence that he will survive on this new planet with new friends. He longed to return to Xen, so he kept his roots intact with his old culture. Using the very tiny vocabulary he had, he would explain the world of which he grew up in to his allies. They were very interested in the idea of different worlds unlike Earth.
Now, Kyys wanders alone and by himself. The two he had served with left one day and hadn't come back. It was of his best interest to leave the settlement that he lived in, the Combine extended their reach even further. Kyys kept walking along for a while, he stopped to make peace or give tribute at times to other outlanders but never stopped moving. Fatigue settled in, so he made a stop in the rural areas of City 45, adjusting to live among them.
What will these authorizations give your character in regards to perks or defects?
Perks
1. The ability to use Vortessence in rare instances.
2. Improved intelligence compared to humans.
3. Survival Instincts from previously living on Xen.
Defects
1. A bad vocabulary, consisting mostly of reffering to others by their last name. (The Freeman, etc)
2. High priority target to Synths and Overwatch.
3. Unable to write, barely able to read.
What do you plan to do with these perks/defects?
I plan to only use these authorizations responsibly. To assist in the character development of not only myself but of others that will be subject to my roleplay. I also plan on roleplaying within the boundaries of my character and not to exceed them on any circumstance.

Subject: Criticism<::|| My whole life that I resided in this city. I never imagined how stubborn and poorly educated most of the citizens are. It is unbelievable and complete chaos trying to bring any obedience with them. One of these said "civvies" attacked a GRID 03 unit and he was sent to nexus treatment. I was there along with APEX 498. The unimaginable chaos that was happening ended with a pursuit of the same citizen who injured the 03. Basically a shot to his back was enough to bring him down and sadly die. It was unbearable that the High command had to issue a red alert status to the plaza along with a five ration unit deduction for the residents. Before I begin the topic of interest, I want to say that I understand an earlier thread was made about this but it was closed while I still had my concern for it.
City Administrators are at the brink of inactivity, for the moment, I've only seen 2 CAs on in the past week. We need to start up another round of applications if we are to keep the City Administrators alive and running. First cycle began May 17, then the next was June 28, that was about 30 days between each other. Second from third was June 28 to August 15, which is 47 days. From the third application to at the moment = August 15 to right now which is nearly 90 days.
Average time between each app since the first one is about 30 days.
Its been <90> days since last applications D:
Conclusion: We need to bring up the apps before our brave morale boosters are lost forever.

Jonathan Caleb's Civil Authority ApplicationOOC Name: Sniping Hazard IC Character Name: Jonathan Caleb 1) Please write a minimum of 3 paragraphs OOC'ly detailing why your character wishes to join the Combine Civil Authority and what lead your character to do so.Jonathan Caleb is a calm and collect man. He is never very critical but despises imperfection. Most of his political views are based on socialism and its advantages for an entire community. These beliefs molded the way he thought about the world since he was young. Most of these beliefs lead him to become very loyal to the Universal Union, which he saw as a communist and socialist government. Jonathan saw socialism as a way to equally distribute goods among everyone. He believed that because everyone is created equal that they should not only have the same rights but the same living conditions also. When the Universal Union took over, he was nervous and scared, until he realized this was the chance for a near perfect society. He welcomed the combine as the planet's ultimate protectors and did all he could to assist them. Jonathan Caleb was too young to actually be a leader for the Union, only finishing high school. Still, he saluted their appearance on broadcasts. With the arrival in a new city, he decided to send an application and possibly partake in becoming a member of the Metro-Police Force. The new city would keep him from being recognized by strangers while he is off-duty. This was vitally important to him considering his social attitude while living in his last city for almost a year. Jonathan Caleb was a vivid loyalist to the community. Compensating whatever he had to support the Universal Union and its efforts among civilized society. He wanted to join because of his admiration and respect to the Combine authority and their assets. He appreciated the values that are given than an average citizen or loyalist would to the community. He wanted extra privileges to assist his fellow citizens maintain a stable environment. 2) Please detail your characters traits. (Eg, Pure, Lawful, Trustworthy)His views are very black and white, believing that any criminal offence threatened the community. He called anti-citizens 'insurrectionist', reporting any and all of them to the Metro-Police. He believes in the Puritan views for work, that virtue and honesty lead to worth not only in religion but in society. 3) Please provide 2 paragraphs about what you are expecting the Combine Civil Authority to be like for you and your character.Since I have joined the server, I noticed a lot of good role-play among the Civil Protection officers. Joining I believe would not only contribute to my development, but to the development of the other Civil Protectors. My character is very social, possibly being able to exchange interaction among others in his rank. Going up the ladder, I also would have to transition to a darker and more sinister mentality, seeing as those higher-ups suffer from more brainwashing then others. OOC'ly, it would relieve a lot of stress and time. It has been a while since I have actually joined a real community and I wanted to be a part roleplay that is canon. I also could exchange some creative ideas to others in the Metro-Police Force from previous experience I've had. I feel also that I could add to the roleplay of my fellow Civil Protectors with the distinct persona I have. There will also be a lot of restrictions involved being an officer also. I imagine being in the Civil Protection environment like being a sheep following the shepherd. I will make minor decisions myself and let the higher-ups make the major changes or choices. His parents didn't notice any of these traits in him, not paying much attention being busy with a dozen jobs to keep the family income stable. Growing up in elementary school, he learned to try and keep out of mischievous groups even if it meant being a loner. During Middle School, he was placed in mainly honors classes. The classes let him hang out with kids that were friendly and smart as he was. During eighth grade, he got in a fight with a six grader that called him poor. He gave him a bloody nose and was placed in school suspension for 3 weeks. During high school, Jonathan lost a good number of his friends. It didn't keep him at the top of his level during the first and second year, failing the GED he attempted to take. Being stuck in High School until he graduated. Shortly afterwards, he had a very bad car accident and suffered minor brain damage. Upon graduation, he wasn't able to join college because of his family's economic status. He worked in fast food chains and other stores trying to help pay the bills and fund for his college. During the portal storms, a swarm of headcrabs had killed both of his parents. He joined a refugee camp in a heavily fortressed city. Living out the years in agony and pain from suffering the hardships of the never ending storms that consumed many small rural towns and cities. He ate whatever he could, but felt slightly enthusiastic at the idea of everyone getting their fair share of food. He tried to ration what he could, while supporting the military. At some point, resistance from the storms was becoming weaker. The combine attacked on the Seven Hour War. Jonathan retreated from the city, realizing fighting back would be futile. He hid in the outlands with a group of others. When the bombs quit falling and airships stopped flying overhead, he traveled back to the city. Soldiers from another world grabbed him and placed him with rows of others, preparing to filter out military and police officers from regular civilians. Jonathan sat around mostly in the city, helping out all he could and reporting in crimes to the officers. Although they barely noticed his actions, Jonathan continued to help and gather points. After receiving his loyalist armband and also a store permit, he felt proud, the years of Breen's water and brainwashing made him forget his wretched past, looking only towards the future. I didn't feel like killing her OOCly, but considering the amount of anti-citizen points she had, I decided to. She died in the execution room and I threw her in an incinerator. On my Vortigaunt character, we had a funeral about a few days later when we realized she had died. It was kind of sad, and my friend left the server OOC'ly, but I kept on playing. At some point I left the server. The rest of the Metro-Police were very undisciplined when it came to reporting at ten minute intervals and such (might've pushed them too hard). I left the CCA through lack of roleplay and server inactiveness. Then I left the server completely. 8. Do you consider yourself a good listener?I don't enjoy judging myself, but I do believe I'm a good listener.

Jonathan Caleb, Journal Entry One- I have finished brandishing the vases that have been sitting on my store counter for quite sometime. Business was booming today with only a few minor occurences. As a loyalist, I take part in my community by supplying the workforce with adequate supplies at cheap prices. I am currently waiting for my Civil Protection application to be accepted so that I might have a better chance in society and hey... More rations is good.

Say instead of two weeks for CCA, It could be One week.
For other applications, it can be like half of whatever the initial waiting time would be.

Hello, I am Sniping Hazard, I am a average roleplayer seeking a community that orients Half-life two roleplay. I appreciate the design the developers made on their city map. I used to be a Division Leader for Union at Relentless Roleplay and a Vortiguant. The forums and server look completely organized and diverse giving the many gamemodes you have available, I will looking forward to seeing you guys in any server.
