Authorization apps - The rules

Im making this because I am quite annoyed, I made a headcrab app quite a while ago and it was denied because npc applications were against the rules of authorization apps - fair enough.

However, some applications are accepted with authorizations clearly specified that are not allowed.
Either remove the rule or enforce it, because you're giving us mixed views of whether they are allowed or not.

Reason for Denial: FAST HEADCRAB.

It would seem powergame-y, so take it on the chin that it was denied, and, sorry to be mean but, DEAL WITH IT.

Im fine with it, but I've seen a fast headcrab in the outlands before, scoobybloo's I think, that's why I made it. If it was denied because it was powergame-y then specify that, I was only told that it was against authorization rules.

I know it got denied,  but they need to clear up the rules a lot better.
