Where does it say he is better then all the other citizens? I haven't seen that in any portion of "proof" you have posted here. I have only seen that he isn't just a citizen with a white shirt. That could mean many different things, he is someone a bit higher then just a normal white shirted citizen. Or it could mean he has a bigger role, in no way or fashion does it mean he is better then every other citizen, with a white shirt or not.
