[6/29/11] OCRP Minor Update

Minor OCRP Update just released.

- Fixed Jails
- Added flashlight.  You craft it, and it allows use of the flashlight.
- Finished a major part of Evocity v33x integration, will be coming soon.
- Few minor admin updates.
- Disabled snow
- Updated Cosmos FM to new stream info
- Fixed the shotgun. Government doors cannot be blown down and the doors that does not fly away now just opens.

EDIT: Seems lotta people cant get flashlight model, so heres a download:

Since a lot of people are not to steam/computer savey, not that it takes that but they won't know where to put the maglite sooooo.

Please fix the Police ammo problem. Make the default holdable ammo to 24 instead of 8.
