The Portal Storms raged across the Earth, (and still do according to Marc Laidlaw)
Occording to the wiki on the seven hour war, portal storms is the thing that allowed the Combine to get to earth, and even after the seven hour, it is said portal storms still happen. So I was wondering if this would be possible on both the City and the Outlands. It would make for intresting events.

THAT my good sir, sounds very fun! Use it as a an event for city or outlands as you said and have it throw Xen lifeforms and stuff all over the place. I love it :D

Pretty sure the storms on the city are the portal storms.

I'm not sure if they had the portal storms still unless... they're getting more how you say backup from the combine overworld.

This is good, you even backed it up with evidence. I think this is a great idea because it might be used as a warning before a headcrab attack or whatever the hell is about to happen. (Earthquakes, so on.)
Although there is two problems. One, what is this going to be on? An OOC explosion or an IC text? Two, what is suppose to be used to prevent the harms of the citizens? Surely the underground or something.
