You don't need information on the radio in this guide; people should have read the policing guide prior to this and should already know about the radio.

That's just my opinion on the matter.

There is no order because you need to read all of them. And people need to be reminded about it. If you are a cop/government guy you know that people abuse it all the time because they don't know how to use it properly.

Accepted Suggestions / Re: Tweaked Engine Starting
« on: May 14, 2013, 02:10:44 PM »
Most emergency vehicles are fitted with run-locks IRL so that the engine can keep running while the keys are out but if you press the accelerator while they're out then it shuts it off. This would be a useful system to have for government vehicles where a person might try to drive away after a stop.

Realistically a person could try to do it and a cop would try to get them out. Basically the ram tool is pulling them out of the car, you cannot do it fast enough as a cop then its now a chase. I like this idea and want it implemented. Annoying how the system works right now, although it is better than before. Also while the engine is running fuel should be used up very slowly or something.

Sounds good. Right now the system is just weird. Right now a medic's job is kinda random. Don't really know when the stuff will work or not. It is time for change for medics and I fully support your ideas Statua.

Tell that to the admin who was also SWAT. As well as that, i can play passive rp all i said was that it was boring and frustrating, but lets see how long you would last sitting in a warehouse as a SWAT officer without calls for 2 hours.

If it is boring, then quit. By the way that admin should know your not supposed to wait in the warehouse. Please inform him/her of that. Also I made a guide for SWAT in the OCRP2>Guides section. For 20k  :D
Help you get a better understanding there.

And by the way, its not the mayor's job to be a dictator lol.

« on: May 13, 2013, 10:58:40 PM »
EDIT:

Well now....Just been on the server for a while. I asked for an administrator, one about every five minutes like it says to do, because I was arrested without having my rights read. And, as we all know, if it isn't then the person being arrested has the right to walk. I was arrested for 300 seconds. So once I was arrested I sent my first request, nice and polite, getting to the point. Another five minutes goes by, ok, maybe they didn't see or they were in another situation. Another five minutes, I ask again. Whatever their situation was they should have been done and I should be getting a reply now. Another five, possible they are AFK oh ohh wait. Quarantine is building his mayor's office. Another five minutes still no response, I meet Vizion in the suburbs just chatting with friends in game and on Skype. Finally after another request I get a reply from Quarantine.

I may have added an extra five in there but the main point stands. It took thirty minutes to get a response.

For future reference, I was AFK from 9:00 to 9:18ish, then drove from the city to the subs to find two friends of mine in an admin situation with SlyDawg. I listened to the conversation, waited until it finished, then drove off. And for the next 15 minutes, I had my mic/sound off as I was talking with my mom off to the side. Don't blame any of that on me.

Alright then, sounds fair enough reason. Maybe that is why David never got a reply from you. And, in that case I guess I cannot say too much. However given the time period my opinion still stands. Although I will remove you now from that section and leave just Quarantine.

If you cannot passive RP, you cannot RP in general. I have been playing gmod for almost five years. Over 8000 hours on it and most of that was role playing and it is a fact that passive RP is what really tests people. Role playing is not meant to be about action but developing your character. Just because you cannot do it doesn't mean others need to change. And no one is forcing you to be SWAT, you can quit any time you want.

Also, your NOT supposed to but a warehouse outside the city or anything like that. Its not government property where SWAT would be. You are supposed to stay at the Nexus, and if you want an officer the third floor of the Nexus has that. Do you see government officials buying houses and playing around in there waiting for a call? No. And I know what you are talking about, the warehouse. Anything you purchase someone can say counts as a house, and that is basically what you guys were doing.

Again, RP isn't about action, if you cannot passive go play CSS, TF2 Deathmatch or something that does.

Guide To

This guide will give you a better understanding of the rules and purpose of this job and what you need to do to accomplish the tasks being in it.

First thing to remember is that they follow the same rules as police, however they are different. If you were looking for the guide to police look here: Future Link

Quote
Police/SWAT rules

Do not randomly arrest/handcuff players

•Do not handcuff someone because they're annoying you. They have to be breaking a law.
•Only handcuff/arrest if you have a valid reason to do so.
•The handcuff rules applies to zip-ties as well.

Only use your sidearm if your life is in danger. Walking around with your gun out is not allowed.

•Do not use it to scare others or for "fun".

Do not depend on shooting vehicles to stop them.

•You must try all means necessary to stop a criminal in a vehicle before shooting it.
•You need to wait at least 5 minutes in a car chase before shooting their vehicle.
•You may shoot a car if it is for a serious crime, ex. murder.

You may not invade property without a warrant

•Get a warrant from the mayor or the police chief. If there is none and you cannot get a warrant, you cannot invade property.
•Even if you KNOW they have pot, you cannot raid them without a warrant

Get a proper warrant

•Roleplay getting the owner of the houses name via your police cars radio/police computer.
•Do not just look on the door to see who owns the place.

Do your job

•Do not ignore cries for help or 911 calls
•Listen to those above you (Mayor, or police chief) SWAT and Police Officers are the same rank.
Crap-Head, on OCRP2 rules thread.

Just some rules that may be different are:
1) You will not really be in car chases, so you shouldn't really be shooting a vehicle at all unless gunmen who shot at police went into it and are trying flea.
2) If there is a dispatcher, try to ask to report to a 911 call if it involves something serious. Such as a shooting. If there is no dispatcher, just try your best to do your job properly in those types of situations. If you see a call saying,"Some guy in a red hummer just hit my car heading towards the city," you shouldn't be doing anything. That is what police are for.

And just keep in mind that you are equal to police. Many believe that as a SWAT officer you may boss around police, you are the same.

Now that we got the rules down, next is the question of how to become a SWAT officer.
You probably noticed that there is no place in the Nexus to apply for it. That is because becoming a SWAT officer is a special thing. In order for this to happen the mayor, or a previous one, has to assign a police chief. Then that chief may promote people to SWAT spending 50 dollars of the city's money. And because that is a lot in terms of the money the city has, that is why there aren't many SWAT around. So to become SWAT ask your chief if you may become it. Other SWAT cannot promote people, so don't bother asking them. But if there is a need for them, ask the mayor if they can spare the money to promote a chief if there is none and ask him/her to promote SWAT.

Now your duty, what you need to do.
1) Remember, your not a cop. Your job is to go into any kind of serious situation that may be life threatening to anyone. You are the heavy infantrymen of the city who go into situations to help stop any kind of loss of life.
2) You should know that in real life, SWAT don't come out unless something is going on. Park your truck at the Nexus and wait for a call, if you do not want to wait then become a police officer again.
3) You got the heavy equipment. When doing a raid or defending against a large threat, you need to take the hits. Utilize your weapons and armor to accomplish your tasks. You have them for a reason, to stay alive and take down targets. Keep in mind your not invincible, but you are more bullet prone than your police comrades.
4) Teamwork. When you are the only SWAT it may be difficult to coordinate other officers. But try your best, you need to try and keep everyone you can alive. Don't send people into a situation you know will be fatal for them. And with other SWAT members do the same thing. You guys all know you got the proper equipment for any situation. But play it safe, and try to keep it as clean as possible.
5) Silence. Many times I hear people on the radio talking about a future raid. Stay quiet before a raid, as police should too. The best kind of raid is a surprise one. Have your chief coordinate it and organize before moving in.

Again, your purpose is to save lives and stop any kind of threat out there. Play it safe and do your job right and you will be successful. Don't and you will most likely fail. Most of the time a raid may fail because people are going into a situation with no plan, again, do your job.

Your tools:

Police Baton: It is simple, beat down people who are not following your orders. Do not abuse this, don't go around hitting innocent people/people who are obeying.

Hand-Cuffs: Right click to hand-cuff people. As a SWAT officer you cannot arrest people, left click as a policeman would do this but as SWAT it does nothing. To actually arrest people have an officer bring them to the Nexus to do so. When you are handcuffing someone it takes a second to apply, so keep looking at them until it is done. If it was successful there should be a blue text above their head(s) saying [Handcuffed]

Zip-Tie: Very useful tool, unlike hand-cuffs zip ties are fast and easy to use. Left click to apply them and right to take them off a person(s). It is good for quickly stopping a person from being able to use their hands. Hand-cuffs take a little bit of time.

USP: 15 round pistol with decent damage. Its a good sidearm when your UMP45 and Shotgun are out of ammo.

UMP45: Fast shooting SMG which uses Police SMG ammo. Holds 30 rounds and will put down enemies real quick, good at range too.

SWAT Issued Shotgun: Holding 8 rounds and shooting really quickly this weapon is deadly. One shot at close range will knock even an armored man down. Unlike the police shotgun which knocks down doors leaving a door behind, this shotgun basically disintegrates it. Nothing will be left of the door once you used it.

Your body armor: It does not make you invincible but it does help. It will help you stay alive but you can still be easily knocked out/killed. Do not rely on it to save your life, just know that it is there to help you stay in the fight.

Your armored truck: It is one of the most brute vehicles in the game, you only take it out when your going to a situation but when you do it can help with the combat plan very well. It has very thick armor and it is heavy. It can easily smash a car into a wall preventing it from moving is some gunmen are trying to flea. And it's armor makes it good to move men up while under fire/if you could come under fire. It is your shield, use it like one and you may survive longer in some situations.
A good example of when to use it is when you are moving into the MTL and there are gunmen all around. Use it to get into the facility safely.

And the police radio: Probably one of your most valuable tools is this. You should have read the police guide before this, if not you should as there is more info on the radio and usage there. But as a SWAT the only real reason to use it is to find out where you need to go, and give a sit-rep after the raid is over. You could call for backup but chances are by the time you do so it may be too late.

To use the radio type /radio and your message. If you want to use your microphone press T and a little radio should appear in the top left hand corner of your screen. Then use your regular talk button. Then when you are done, press T again so that if you are talking to someone next to you others around the entire city will not hear it. Not doing so may cause problems for people with other emergencies.

Keep in mind now that you are only to leave the Nexus on a call. Don't be going on a patrol, you go to a certain place only because you are called in my a superior/dispatcher/a 911 call said something serious was going on.
Also remember to use teamwork. It can be fatal without it, people need to work together for a successful raid. You can do it, and if there are people who refuse to do it, ask the chief to demote them. They are a hazard to the task and that is a reason to do so.

Another thing to keep it mind is this is a passive role playing job when not doing anything. If you cannot play passive for a period of time this isn't for you. After a situation is over just role play and talk with people. If you get bored, just quit. Its an option you always have. And remember, police probably get more action than SWAT ever do. Because police are always with SWAT in raids so they get the same action but they still get to go around the city, patrol, chase people and just do a lot more. So please, if passive isn't your thing simply do not become SWAT. Or after the need is over quit and become a cop again or do whatever.

Also Lone Wanderer wanted me to add this. On the field, the Chief is your commanding officer. Mayor and Dispatcher may help you to get into a situation but when you are there you need to listen to your chief, as they may be trying to make a plan/keep it clean as they should. And you should too be trying to keep it clean.

Suggestions / Re: Suggestions for Dispatcher
« on: May 13, 2013, 03:30:22 PM »
While playing as a dispatcher, I've noticed the following shortcomings:
  • Player joining/leaving government job message should contain which job the player has joined/left; it is difficult to keep a list of who is what updated, when you have to scour the scoreboard for changes
  • Emergency phone call should have an indication that the call is emergency, and not a regular call

Maybe not these ideas specifically but I do like the idea of the dispatcher having a menu similar to that of the police chief but for all government jobs. Where they can view them. Also I always wanted that menu to have unit numbers for each person, that person would know their number because as a government person you would have something in the top left hand corner next to the time saying it.

Suggestions / Re: More Vehicles for Smuggling
« on: May 13, 2013, 03:28:18 PM »
I had a little think earlier on and I came up with an idea. There should be 2 different classes of smuggling vehicles. Class 1; Mule; Sherbet; Yankee.
Class 2; Vapid ST Van MK2; Ford transit.

Class One: Can smuggle all items available from the smuggler(Ammunition; TNT C4; Bomb; Explosives)

Class Two: Can smuggle only the first 2 items available from the smuggler(Ammunition; TNT)

I think this would be a lot better, affordable, and less suspicious than being a main target in a mule.

I totally support this idea for all trucks (Besides the Semi, as there is no back) except for the black van and smaller vehicles. Except as I reread I like the idea of the van being used for smaller stuff. But for explosives and whatnot only big trucks.

It isn't really needed but it would be a good thing to add, even if there was no model a shotgun pose would be better than how it is now.

Simple solution; passive RP.

You go to a base, or the nexus, you walk around doing passive, until you're deployed.

If anything you can say the same about firefighters, secret service as well as paramedics. They all have to do nothing until the time arises when they're called out — granted secret service are a little more active, but when the mayor sits in his office all day, you have to passive until something happens.

Don't like passive but like action? Don't roll SWAT, stay as police.

Completely agree. I do passive all the time as a firefighter. Paramedics can Atleast make house calls just to check up on people. But like Dr said if you can't stand being SWAT and taking the chance of not having anything to do well choose another job.

Yup, if anyone has played a TacoScript style server (FalloutRPs, SSTRP, TermintorRP) they know its not all about action, more about developing your character and playing passive with others.

Suggestions / Re: /a Stuck/Respawn
« on: May 13, 2013, 12:28:15 PM »
RAIDS WILL NOT BE DIFFERENT. How does it help them in any way? There is still a timer on stuff growing. So you have to defend it. And if you are worried about being arrested after you collected your stuff then even without it they can get out. Cops don't know who is who in a house. Therefore they aren't arrested unless they are the owner and the police found that out in some way. Which is usually when that person complains that it is obvious.

Say you are being held hostage, what would stop the player from doing the unstuck command, and just stand still for 20 seconds (lets say that is the delay).

Then the hostage taker would simply punch them when they started to do it because of the text above their head which would stop it and they would call an admin. And hostages can still disconnect. It would be the same thing if they did it and in both ways they would get in trouble.

Maybe make it so it shows locally. So the person who is holding the one doing the command hostage has proof that they're exploiting the command.

What if somebody is left at the suburban area (ran out of gas, hostage takers left him there, or whatever), and just wants a free ride back to spawn?

I really don't think this is a good idea, and it can be abused way to easily.

Since is a /a thing administrators would still see it. If they notice someone exploiting it they may punish that player. Also for that reason you gave I think 20 seconds- 30 would be better. And who cares? So what, they spend 20 seconds waiting to go to spawn so be it. If anything it speeds up RP. Now im not saying people should do it but, again, they can be punished as it is an exploit.

By way Crap-Head, it is really simple to code. Why not try it out for a week and see what happens. If people constantly abuse it then remove it. If not and people find it useful, keep it.
