I still don't know why I got them, never had them since either. Anyone else had them? They are so freaky holy shit.

 Probably some sound effects that happen depending on what entity in the map. Like the elevator makes those sounds or a citizen talks. I never heard of these sounds before though. You check over your files for this sound?

Corruped soundfiles? As Stalker said, try listening to each individual sound file yeah its annoying to do but

It's probably a soundfile that uses the same name as the original one that has been replaced.

For example, I have this issue where all body-collision sounds are replaced by melon sounds... So every time someone uses charfallover, their melon head falls on the ground.

But the freaky thing is my gmod is a fresh install, the only things being added are maps, OCRP and HL2RP files - I haven't heard this sound before or since, I was most scared.

I'm pretty sure the ocean sounds are from the new Ineu Pass map. Dunno about your problem smt.

I get these sounds like 1/3 times I play on HL2RP. I actually got them once in Single-Player G-mod too. I'm gonna agree and say something installed wrong, but I haven't heard these in a while and I haven't changed anything in the game.

If you replace sound files and join a server with sv_pure 2 i think, custom sounds are replaced with something that sounds like seriously sped up ear rape

I have once downloaded a map, it was for stalker roleplay. The map itself included new ambient sounds which had overwritten the old cs soundscapes. (I wasn't aware at the time)

When I roamed around in for example OCRP the sounds would be very annoying/unsuitable because basically the OCRP map uses the cs soundscapes, but they were different.
I fixed this by completely removing some of the useless folders and kept some of the major important ones. ( addons, models, lua, materials, gamemodes etc.)

Perhaps, you could try and backup your sounds folder and remove it? That is if you want it gone.

Then as Caek stated, you probably joined it from a server which is possible.
Basically just try as I suggested to remove the Sounds folder, but back it up.
