Here's a list of items you can find in various kits.
Thanks to the original creator on Taco 'N' Banana. Name of creator lost due to their recent reset. I greatly apologize for this.
Citizen Standard Daily Ration Pack
x1 Can of distilled water, 355ml (Although the water is loaded with various chemicals, the memory agent is only added to the water dispensed at train stations to ease the difficulties of transfers.)
x1 Jar of non-perishable food, 12oz (Contents vary)
x60 Exchangeable token units (One 50 token bill. Tokens come in the form of 10, 50, 150, 300, 1500 and 3000 token bills. There are also 5 and 1 token coins)
Citizen Standard Clothing/Apparel
x3 Set of cotton undergarments (Undershirt, socks, briefs, bra for females)
x2 White cotton/polyester collared shirt
x1 Pair of denim fatigue slacks
x1 Denim fatigue jacket
x1 Heavy black raincoat (Nylon)
x1 Heavy cotton blanket
x1 Pair of leather work boots
x1 Leather belt
x1 Identification card (Name, age, photograph, medical information. Doubles as a transit card. May be replaced if lost via retinal ID at local Nexus lobby)
x1 Pair of eyeglasses (Prescribed when necessary)
x1 Set of various domestic items (Nail clippers, comb, tweezers, toothbrush and toothpaste, stainless steel spork, bowl, and cup, safety pins, paper clips, buttons, needle and thread, pencil)
(Any of these items may be replaced by a Civil Worker at the cost of tokens)
(Note that other domestic items and furniture are dependant on local residence, and may be shared in a communal fashion between citizens)
Civil Protection Ground Unit Daily Ration Package
x2 cans of distilled water (Electrolytes and vitamins added)
x1 MRE (Meal ready to eat. Contents vary. Note that other meals are served during breaks)
x1 Small bar of dark chocolate
x1 Fortified energy bar
x1 Set of necessary medication depending on unit ID and associated medical history
Civil Protection Unit Standard Uniform and Equipment
x1 Kevlar/Vulcanised rubber flak jacket
x1 Heavy polyester metropolice slacks
x1 Civil Protection Issue level 3A soft armour kevlar vest
x1 Tempered plastic and kevlar gasmask/helmet with associated electronics (Shortwave radio system, built-in computer, database-integrated HUD)
x1 Pair of vulcanised rubber gloves (Latex gloves supplied for NOVA units, which fit over standard metropolice issue gloves.)
x1 Pair of steel toed jackboots (Vulcanised rubber/canvas.)
x1 Duty belt. Included on the belt:
-Radio and transponder electronics
-Duty pouch. May be used to officer’s discretion. (NOVA units may request additional pouches/satchels to carry medical supplies.)
-4 MP7 magazine pouches (45 rounds/magazine)
-2 12 Guage cartridge pouches (12 shells/box)
-2 USP magazine pouches (18 rounds/magazine)
-2 Satchels. Contain wrist binders, small flashlight, various other equipment.
-1 Dispatch Communications Console (DCC). Used to relay and receive orders, and to communicate with other Protection Team units.
x1 Electroshock riot baton (150kV Aluminum core steel baton with rubber grip)
x1 Combine Standard Sidearm (USP Match, 9x19mm parabellum round)
x1 Standard issue MP7 PDW, 4.6x30mm (Depending on rank/privileges)
or
x1 Standard issue Franchi SPAS-12, 12 gauge buckshot (Depending on rank/privileges)
x1 Compact survival flare gun (02-01 ground units only)
x1 750ml stainless steel canteen w/ insulated nylon cover
x1 Set of keys. Includes universal cell block key, storage closet key, unit locker key, personal quarters key, and skeleton key. Note that bio-locks cannot be opened with the Combine-issue skeleton key.
x1 Small duty knife
x1 Electronic access key. Used to access Combine consoles, doors, locks and shields depending on the rank and privileges of the unit in question.
x1 Set of Civil Protection Unit clothing. Included:
-2 Long sleeved black cotton shirts
-1 Pair black cotton pants
-1 Plain black leather belt
x1 Metropolice identification card (Name, age, photograph, medical information)
x1 Metropolice identification armband (Division, rank, digits. Emblems and blackmarks are swen/pinned on uniform, not armband.)
x1 Set standard citizen fatigues/apparel (Refer to the citizen posessions section for a list of these items)

Can we switch our model to our rain coats or white cotton shirts?

We should get weather mod and have it rain in the city at random times and when it rains, people put on their raincoat.

There are a couple white cotton shirt models in HL2 (can be found in various gamemodes but not OA) but raincoat models do not exist.
Real roleplayers would just RP it.

Those are refugee models - they look battered and bruised.

The refugee models are in blues. The white cotton models don't look battered and bruised. I think there are some refugees in whites though.

Aren't the refugees the ones that look really pissed. Seriously, look at group 2 citizens in the model viewer.

Just wondering: what are the chemical contents of the cans of non-perishable food? Do they contain mind-altering chemicals like the water or are they more or less clean and safe for consumption?

Yes, jars of supplements have mind-altering chemicals as well.

It's still relevant. However, I feel like this was developed more around TnB's canon, and some things may not apply on our server.

Really nice post, although as many people have said, there should be a weather mod so people use their raincoats... I've never seen anyone using one.

The very helpful thing about this guide is that sometimes units use "Stunstick on belt" And such, and with this guide they can know more and type like "Electroshock baton attached to satchel", which would be of course, more detailed.
