xD no. I think anyone under 18 should not be having an active sex life because:
1. Teen pregnancy, huge issue, should not be happening.
2. STDS/HIVS from unprotected sex.
3. The reason the above issues happen is because people who are in their teens are still growing and not fully mature, meaning they don't know how to make good decisions.
Just because there is no sex education telling them how to do safe sex doesn't mean underage sex is bad. You can't stop it from happening.
There's a lot of things you can't stop from happening. If teens want to have unprotected sex, then go ahead, but don't be complaining if you get pregnant. That's why I believe 18+ should only be having sex, but even though it shouldn't be something you do all the time.
