Okay, this event involves a misfire of headcrab canisters from City 17. (C17 is close because of how the Citadel can be seen from the D6 Hardpoint.) It all will begin when C17 is firing canisters at a suspected rebel outpost, but one launcher jams and is reset, but it was reset in both its launching system and automatic reloading system, so no one set the new launch data. It fired inside its own bunker and destroyed that part of the bunker, causing the other guns to go haywire and fire randomly. Part of the shells hit C45. Now, they have a major headcrab infestation in all the Districts, and one canister hits the side of the Nexus, causing a large titanium shield that guarded the side to fall and block the front door, this brings the need for dropships to get the units out onto the streets to deal with the threat, which wastes a lot of time. Eventually, COTA is deployed along with CCA units to deal with the threat while VICE units work away at the wall, trying to move it. When a unit is outside of the Nexus, they may not be sent back for a resupply, this brings the need for ammo to be available. I think that the CCA will be able to sanction a shop to use as a temporary armory, any citizens that near it will be shot on sight. Along with that, it will be guarded by one COTA unit. Later in the event, COTA units from C17 are deployed to deal with the other Districts and the threat is removed. Now, this is how we fix the citizen problem of not being able to do anything but sit in the UCH. They will be confined to the UCH. But one canister has hit the roof and nobody saw it. About 4 headcrabs will go into the UCH and the citizens will have to deal with them. (They cannot be REAL NPCs! Nominate 4 trusted RPers to do it, citizens have no way to OOCly hurt the headcrabs so they can \me and all with the crabs.) Then we just call in 11-44s to clean up the mess!

//City 17 isn't the only one with a citadel. (Would you really think two whole cities would exist that close together when more than 80% of the world is dead?) Alyx can be quoted as saying that each city's central blocks were suddenly demolished, and a citadel appeared in their place.

// Besides the point that city 17 isn't near C45, City 17 isn't the only city with canisters. A mislaunch from City 45 could occur, but I feel Overwatch wouldn't be launching pods inside the city unless the population was condemed. Overwatch would be sent in, if not just CCA squads to take out the base.
