I agree with this. Keeping the HAP's in place seems pretty useful to me. You could easily stop passage when needed.

The HAPs will stay, I'm just going to get rid of the new location for the sewer tunnel or move it elsewhere.

Why not just the UCH? Now there's even more reasons for people to go into D6 D:

 How about the XCCR Garage that is usable for major factions (JURY, PACT, etcetera) and possibly biggers apartments in the District Six area? Just some of my opinions to throw out there.
