Who is causing all these riots? Every see a citizen in HL2 going "kill the cumbeanz!" and waving a gun? No, you don't. Riots don't happen.
EDIT: C11 crashes on startup btw.
If thats the case bluntly ban them. City11 shouldnt crash on start unless OA is being the issue.
Ran 2 copies of City11 in Multiplayer, OA is shit.
