Thing that makes me pissed off about a lot of threads like this (not that I'm saying your idea personally was bad) is that it is an IC issue, and should be dealt with ICly. Lower-ranked units should patrol in twos or something. This is an IC problem, and to do something OOCly to stop it would be mixing IC with OOC. I've seen this in a lot of threads and I've seen a lot of admins mixing IC with OOC to fix IC problems which pisses me off.

If you start trying to claim spots such as the Lab then when you are offline another group of people go in there and Passive RP and you tell them it's your spot and for them to get out, no. You can go RP in another spot since they are there and when they are finished and gone from it, then you can go in there as your spot. I don't want people going in claiming permanent spots such as that Lab and Bunker then telling other groups of people RPing in there to get out because I personally won't tolerate it.
So what you're saying is citizens should be allowed to passive in the nexus.

The link you're looking for is right here. Make sure to read everything very carefully, and spend a lot of time on your application. It is a pretty strict process, and if you have mistakes or a clear lack of effort on your application it will be denied.
