HRP update 4/16/11

-Updated the donate tab in F4
-Few bugfixes
-Changed the /wanted text so it doesn't display to everyone(the entire server doesn't need to know)
-Fixed helicopter sounds
-SC-1 icon should be fixed
-Few other small changes I can't think of at the moment
