Hailey McLinn.'s Civil Authority Application

IC Character Name: Hailey McLinn.

1) Please write a minimum of 3 paragraphs OOC'ly detailing why your character wishes to join the Combine Civil Authority and what lead your character to do so.
Before Hailey recieved her memory wipe, she despised the Universal Union. After the memory wipe, she was practically brainwashed by the CCA and had fake memories as well as an idolization and admiration for the UU and the CCA. Before the wipe, she would look upon CCA units with disdain and thought of her former friends and family who were killed resisting the Combine. Now, she looks upon them as a way to fufill her supposed life long dream of becoming a part of her beloved Union.

Watching the CCA do their job is what she loves to do. Watching them patrol around the city and dealing with rule breakers. It gives her a sense of pride and something to look forward too. During her days, she spends her time sitting in the plaza, watching units patrol about or looking upon the Nexus building. Due to the love of the UU implanted in her mind, she can think of nothing than doing this. She can think of nothing else than to give her life for the Union.

Her past is filled with fake memories of Resistance members destroying her life, and the CCA being the image of the perfect protector. The CCA was always there when she needed them most, and it offered a sense of protection and a way to prevent people from breaking the laws of the UU, which Hailey seeks to uphold with all her newly created thoughts. She has been loyal to the CCA ever since her memory was edited to fit the CCA's wishes. She also follows her civil duties, as well as reporting anti-civil activity whenever she can.  She is careful to avoid going in to dangerous parts of the City and avoids most contact with those she suspects of working against the UU.

2) Please detail your characters traits. (Eg, Pure, Lawful, Trustworthy)
Hailey is inteligent, but perky. She's always had a happy outlook on life, even before the memory wipe occured. Due to the implanted love of the UU in her mind, she wants to uphold the law, and wishes to keep the society around her in check at all times. The thought of disobeying and betraying the Union would never pop into her mind.

Due to the nature of her mind, old memories, and the memory wipe, Hailey does experience some mental problems. Flashbacks of unknown memories come unannounced into her mind, creating both physical pain and confusion. In her dreams, she has similar scenarios where she dreams about old memories that she has no apparent memory of at all.

Turning to the physical side of Hailey, she has a knack for working under tough situations, at least before the memory wipe, that is. She lived her early life tending to injured people in the portal storms, and often worked under chaotic conditions. She also was a decent runner, having a above average amount of stamina.

3) Please provide 2 paragraphs about what you are expecting the Combine Civil Authority to be like for you and your character.
I'm expecting to have quite an interesting experience in the CCA. Seeing as my character had a memory wipe for carrying a large amount of level 2 contraband, I'm ready for anything when it comes to how other units react around me. I'd also feel that it could turn out to be quite an interesting scenario if I were to somehow find out about the memory wipe while apart of the CCA. But on a even larger scale, my character would be able to develop into a loyal CCA unit, while having the potential to have a strong conflict once she discovers her past.

Being around on the streets would be a great way to create some interesting roleplay experiences. Seeing and possibly arresting my old friends among the Resistance could trigger strange memories in Hailey's mind. It could also result in them trying to convince her of her past, which could have interesting results as well. However Hailey figures out about her past (If she even does), it would lead to a large conflict within herself and with others around her.

4) Please provide a detailed back-story from an out-of-character perspective on your applying character. This section must be detailed and consist of a minimum of 300 words.
Hailey Delance was born on May 20th, 1990 in Venice, Italy. Shortly after she was born, she moved to the United States along with her parents, her brother, and her uncle. They arrived in Washington DC in the summer of 1992. Her parents both took and jobs working as emergency responders while her uncle took on the job of an emergency room trauma doctor. Hailey’s life was fairly normal; she attended school, had friends, fell in ‘love’ and got a new boyfriend every now and then. When the portal storms began, Hailey was merely 20 years old and two years into medical school. Almost immediately, her parents jumped into action, and along with Hailey’s uncle, began to assist those injured in the chaos. Two years later, on October 26th, 2013, both of Hailey’s parents were killed when a clinic collapsed due to a fire that broke out in a riot. This left a significant scar on Hailey, and she did little else but keep to herself until she was married to Mark McLinn on an unknown date.  Not much else happened until that fateful day when the Combine invaded…

Hailey and Mark were lucky enough to be away from most of the fighting. Mark managed to hide both Hailey and himself away for nearly 5 ½ hours before an explosion forced them to come to the surface. The two had barely met up with her uncle before he was killed by a human soldier’s misfire. After Breen surrendered the planet, much of the population around DC had been killed. Mark and Hailey were taken to City 22, where a short time, Mark was killed leading a rebellion. Hailey was kept in confinement for 274 days as she was determined unstable. She was released after she was determined mentally stable, and relocated to City 45. There, she met a group of people who shared a hatred for the Combine and all they brought about.  After a short three days, Hailey was caught using a radio in the plaza by a scanner, which led to a whole series of event which led to Hailey’s memory wipe. She was implanted fake memories and a love for the UU which she is unable to deny.

Hailey now spends her days rather sitting in the plaza and observing the glory of the Union or sitting in her apartment, reading a UU authorize book. She obeys the law, reporting anti-citizens when she has the chance, but doesn’t pester officers. She does strike up conversations with them sometimes, but only if they make a comment to her. She is suspicious of something with the CCA, as they have scanners monitoring her every now and then, but she dismisses it. All she thinks about it serving the Union and making City 45 a better place.

I have, and I was killed for recieving my third Blackmark.

My most memorable roleplay experience would have to be when I stabbed two CCA officers back in City 18, and then managed to escape the city. I stabbed one officer, retreated into District Two, hid it out for awhile, and then proceeded to come out and stab the officer guarding my escape route, recieving a shot the the shoulder in the process. It was pretty interesting, seeing as the whole city was alerted of my presence. I'm suprised they didn't sweep District Two, though. Kind of glad they didn't. Once I got to the Outlands, I had gotten healed up by some medic in a fairly normal MedRP, then went on my way RPing in the Outlands.

No, I have always been loyal to the Union and always shall be.

//I was detained and had a memory wipe for a large amount of level 2 contraband, as well as using a radio outside the Nexus building. Contraband included: 1 beer, 1 vodka, 4 handheld radios, 2 medkits. Hailey has no knowledge of this due to the memory wipe, and no one has approached her about it.//

I've always admired the Union and the CCA. I've always had a fulfilling feeling when I think about seeing myself in one of those uniforms. I'd like to help keep society safe and maintain a place where the Union's glory can continue to grow and spread order. I know some of the people around me feel differently, and I'd like to help convince them the Union is here for good.

Events / [SUGGESTION][Outlands][City] City 39; A Fire Quelled

**Gunfire, explosions, and screaming can be heard throughout the following radio message.**"Hello? Is anyone still on this frequency? We've got OTA everywhere, we can't hold this position for long. Anyone left to hear this, you need to get out of the city. I repeat, you need to get out of the city! Command's been destroyed, and the OTA are taking back key positions. The rebellion's failed, get to the Outlands and get as far away from the city as possible. There's a supply station open near the old warehouse by the South Canal HAP, it's only a matter of time before they retake that too. *A large explosion sound occurs* Shit, they've broken through into the RDT, we're headed out through the- *STATIC*..........





The Uprising in City 39 has failed. OTA has full control of the city, or what's left of it anyway. 87% of the civilian population is dead or imprisoned awaiting their fate. The remaining 13% of the civilian population has been scattered across the Outlands, fleeing from OTA patrols which now hunt them down with one order: No mercy.

City 39 was always a hot spot when it came to anti-citizens. Featuring a deep, long underground system of tunnels as well as many back alleys and small narrow streets, the city was a breeding ground for anti-civil activity. All they needed was a fire to trigger the gasoline. That fire was Marc Davidson, who fled City 36 after stabbing two officers, detonating a bomb near the trainstation, and gunning down a loyalist. Marc settled quickly among the Resistance, and due to his pure hatred towards the Universal Union, he took over the leadership role and began to set things into motion.

In the months before the full scale rebellion, anti-civil activity spiked. Shipments of high level contraband were being shipped into the city on a regular basis, and units were be killed more often in the outer districts. CCA Underground watch stations began to go dark, and less and less citizens were accounted for each day. Finally, after 4 months and 12 days after Marc's arrival, the city rebelled at 11:02 AM, 4/1/2016. Almost instantaneously, the Resistance gained control of the outer districts, removing almost all traces of the CCA. By 4:36 PM the same day, Resistance troops were already making assaults on HAPs as close as four blocks from the Nexus building. Due to the increased threat over the past months, OTA were already active and on scene in the city, but the Resistance quickly managed to overtake the OTA with shear numbers.

By early the next morning, Resistance have full control of the undergroun system, and have taken over many of the HAPs near the Nexus building. While OTA and CCA forces managed to keep the Resistance a comfortable distance from the Citadel, the Nexus building was already close to falling. With rebels setting charges at the Nexus airlocks and the building running on back-up power, the outlook was looking grim. At 1:33 PM, 4/2/2016, OTA forces from both City 37 and City 40 were on-route to City 39. But barely five minutes after the order went out, rebels broke through and began to swarm the Nexus. In four hours of bloody fighting, the Resistance members controlled the Nexus. Reports were also coming in through Resistance comms that they were making progress on the Citadel front. Slowly, they were taking block after block and advancing towards the Citadel.

After two more days of fighting, the rebels were a mere three blocks from the Citadel when OTA reinforcements from Cities 37 and 40 arrived. The tide of battle quickly turned. With the Nexus invasion and the push on the Citadel, the Resistance lost a substantial amount of their forces and were becoming fatigued. With fresh boots on the ground, the OTA began to push the Resistance into a defensive mode. No longer attempting to secure the city, the OTA forces began to use any means of destroying rebel strongholds. The Nexus was destroyed by a heavy scale bomb payload that was deployed in the plaza outside of it. By this point, nearly 68% of the population of the city was either dead, extremely wounded, or left burried alive under the rubble of collapsed buildings. The Resistance went onto a full scale Exodus of the city.

With OTA controlling the outer districts, manmy were unable to escape. A mere 13% made it out of the city into the Outlands, only to be pursued by OTA forces. Marc Davidson was killed while attempting to drive a stolen CWU vehicle out of the city with stolen supplies. Other Resistance leaders such as Karen Heartsford and Hale Netson were killed in firefights with the OTA. What few survivors remain have fled to the Outlands near other cities, hoping to escape the OTA's wrath.




So, what's this event about, really, now that you've read my backstory. Well, remember that fine City 20 event? Well this is similar to that, except it had the opposite outcome. Former Resistance members from City 39 would have fled great distances, and some came even as far as around City 45. Also, seeing as they are being chased by OTA troops from City 39, some City 39 OTA units could be introduced into the scenario as well.

This event would lead to both passive and non-passive scenarios. On the passive side, people who would be chosen to create a City 39 refugee would be able to share their experience with others in the Outlands (Because we don't have enough Outlands event suggested already, Imirite?). Also on the City-side of things, units could again be able to read logs from units from City 39. On the non-passive side of things, there could be planned events where City 39 OTA appear in the Outlands. Notice, these units were specifically assigned to target the refugees from City 39! However, this doesn't mean if you go up and say "hi combine ota hows it going sir", they won't put a few rounds in your face.

Of course, this would need quite a bit of looking over. Various parts of this are open to changes, and I'd like you commentary on the whole thing. If this idea is accepted, I'd like to personally be involved in the process of who get's to be chosen for what (Except for the OTA deal, that's a whole seperate issue someone else can handle D:).

Events / [SUGGESTION] City 45 Crackdown

Not sure how this whole event suggestion thing goes down, the guide was a little bit confusing on the whole flag issue. Here's me basic idea, though.


WHERE-City 45, Plaza and into District 2.

WHEN- Currently undecided. For sure sometime this weekend, exact time and date depending on who can be on and when.

WHAT- A riot starting outside the Nexus in the plaza, led by Gabe Truthsten along with other citizens that are rallied up. Eventually, the CCA (Possibly even OTA) would be called in to carry out a crackdown, chasing down the rioters and locking down the UCH. The rioters would flee into D2 and not D6 due to CCA blocking off access to flee into D6. There wouldn't be any gunmen in the crowd, simply people crashing bottles, throwing things, etc. I'm leaving the end result of the riot to the RP scenario.

Who it involves - My character, Gabe Truthsten and other civilians willing to participate. I'll be going around throughout the week gathering people ICly. This could lead to the event being prevented before it happen if someone reports it and gets the organizers arrested.

Again, I'm unsure if requesting OTA to be present is asking to much. They aren't required, but it would make more sense, seeing as they'd be the best to crackdown on the crowd.

4/9/2016
Seeing as I can't remember anything from the past two days, I've decided to keep a journal of all the major things that happen in my life, or at least some significant event so in case I forget again, I'll know exactly what's happened.

Today, I woke up in the Nexus airlock being carried by some unit. I can't remember ever being in the Nexus, nor can I remember anything that would lead me to be in there. All I can remember was visiting the Ration Distribution Terminal, returning to my apartment, and reading one of my UU-approved books. Maybe I went into some form of a coma. I guess I'll never truly know.

Other than that strange event occuring, my day has been completely normal. Cleaned my apartment, got my rations, helped clean up the plaza. Some fool decided it was a good idea to go past the Nexus barricade and bang on the Nexus door. Don't know what happened to him, but I'm assuming he's gotten killed, considering I haven't seen him come out yet. Least the CCA still has control around here. Makes me feel secure.


4/10/2016

Some other fool decided to repeat yestarday's events. All this guy did was pass the barricades, but he came out with a painful looking beating. Serves him right for disobeying the law and tresspassing like that. Maybe he'll think twice about attempting something like that again.

Other than that, today's been failry normal. There wasn't too much activity in the plaza today, normal amount of CCA patroling about. I heard something about activity going on in District 6, but I'm guessing they don't treat loyalists very well out there, so I'm perfectly fine staying here and watching the birds fly about or read my books. I also enjoy watching the CCA; I admire them quite a bit, stepping up to keep the planet safe and maintain order.

I've been daydreaming sometimes, imagining myself in a uniform. I don't know if I could ever gather up the strength to join them, though. To big of boots to fill, I guess. Maybe I'll join the CWU. I've always enjoyed helping people. Yeah, that seems like a good spot for me. Who knows, maybe someday I could be more involved.

I'm applying for an authorization for memory relapses after a memory wipe. Due to the nature of my character's brain and the psycological damage done, certain memories were repressed into deep locations of the various locations in the brain. When the memory wipe was preformed, parts of these memories were able to remain intact, but not fully. The memories still lie repressed in her mind, and she is unaware of them. She would be haunted by these memories with short flashbacks triggered by events, strange dreams, etc.

Write a detailed in-canon back-story how your character obtained these authorizations.
Hailey McLiinn currently stands as a normal citizen, admirring, even idolizing, the Union and the CCA. She's a fine example of how a loyal citizen should act; upholding the law, acknowledging officers' orders, cleaning the streets and helping keep order whenever she's called. But Hailey was not always this way, not before the memory wipe, anyways.

Prior to the memory wipe, Hailey McLinn was proud to consider herself a part of the Resistance. Hailey didn't believe in violently resisting the Union, no. She believed that by helping the citizens out with food, medicine, and access to basic things humans had before the Seven Hour War was what would really help out in the effort of humanity's survival process. She joined up with a group of fellow citizens and vowed to bring hope to the civilians of City 45. But again, Hailey did not always share this point of view.

Going even farther back into Hailey's life, there is a fight occuring. A large scale rebellion, that is, occuring out of City 22. Hailey was a field medic for the Resistance, and the rebels were attempting to fight their way out of the city. Hailey's husband, Mark McLinn, was one of the leaders of this Resistance group. Hailey had already seen a fair amount of horryfying events. If watching hundreds around her die during the Seven Hour War wasn't enough, she had witnessed both her parents die after they attempted to save the lives of wounded during the Portal Storms when the building collapsed. Up until this point, her brother and two friends had been all publicly amputated by the CCA, all for their own respective crimes. When she saw Mark take a sniper bullet to the head, she fell apart. The CCA determined her insane, and with solitary confinment for awhile, that she could be cured and set free into society. After a total of 274 days, she was released from confinment and moved to City 18. From there, she continued to City 11, and eventually made it to City 45, much later than many of the other arrivals.

Without any professional treatment and only the beating of a stunstick to quiet the wailing, Hailey simply drove the haunted memories into the very depths of her sub-concsious. They would appear every now and then, but she simply refused to acknowledge them any longer.


Now that her memory has been wiped, she feels like a completely new human being. Forgeting her hatred for the Union, she continued on with her life, not knowing what lied in her past. Every now and then, she has flashbacks and dreams of the events pop up from into her head, but she is unable to make sense of them, blaming it on various things from the water to the heat. But the memories of her true self lie within, and if she was able to harness them, be able to unlock that true self, not reversing the effects of the memory wipe, but at least freeing her from the blind love of the Union.

What will these authorizations give your character in regards to perks or defects?
Perks
This authorization would allow my character to potentially grasp old, traumatic memories that could help set her free from the blind love and admiration she holds for the Union and the entirety of the Combine. She wouldn't be able to remember any of her life in City 45, but her old companions could manage to show her that they are correct in saying that the Union is the enemy, not them.

Defects
The flashbacks and memories would be worse than ever before, popping up unannounced at any given time. This can lead to massive headaches, to insane moments of her yelling at herself. The effects that these horrific memories can have set no limitations to the potential damage they can do to Hailey.

What do you plan to do with these perks/defects?
By having this authorization, I plan to be able to set a way for me to be able to work my way back into my old life, but still leaving that strange gap between me and my old Resistance group members about me knowing nothing about what we accomplished together or the conversations we had about the Union.

With the defects, I'd feel that they'd give me a way to make my character more of an individual. With random panic attacks from terrifying memories occuring at any moment, I'd feel that I can start any RP scenario easily at anytime, even making scenes that would appear as simple as a "Hello" and a nod to a scenario that potentially requires the CCA to intervine.

The followers of MV (Soldier of Truth) follow an anonymous man who uses the acronym to symbolize the Latin words for Soldier of Truth. MV (my character, Gabe Truthsten), goes around writing words of inspiration to rise up and dearest the Combine.


And no, this isn't another Church of Ralph. The idol isn't a can.
