Title: [11/2/2011] Orange Cosmos RP 1.5 Quick Patch

Seeing as todays switch to OCRP 1.5 came with a few bugs, we've patched those and it should be fine for now.

• Patch Includes
• Fixed fishs selling for less than the lure costs.
• Fixed caterham running the wrong car script.
• Fixed being able to drag the loading menu.
• Fixed the lottery and scratch card npc getting removed whenever npcs respawned.
• Fixed the scratch card system a tad.
• Added the updated FSA that are included in the OCRP 1.5 changelog which i forgot to move over.
• Fixed there being unlimited tow truck drivers. Theres a limit now.

Sorry for the 30 minutes "downtime" we've had while patching this. We decided to just do it on the live server to do it as fast as possible.
