*An old bulletin board lies in an Inn. It is riddled with bullets, and some parts appear lightly charred. A blood splatter resides on the top right corner, with a dead vested male lieing beneath it. He dons a red T.O.T.O. armband, and his limp arm holds onto the base of an MP7. His head lies broken apart, shot straight through by a large and powerful weapon. If you were to look closely at the board, you would make the following out... (Anywhere there's a '-' means the writing it shot out, covered in blood, or burned away).*

The majority of the Traders of the Outlands were dead. Most of their supply routes had been destroyed, and their stations raided. Their headquarters had been leveled, destroyed by a huge Overwatch raid. Ineu Pass, along with a few other locations, had managed to hold out. One supply route, number two, managed to stay open. Their leader was nowhere to be found, only a note of his resignation left behind. Jennifer Hanson, a simple trader and mechanic for the group, found the note, and took it open herself to keep the company alive. To keep the route open, and to rebuild everything that had been destroyed.

Due to their heavy losses and supply route blocks, supplies were short. All the known weapons dealers were killed, and the main supply station was in ruins. Any surviving suppliers made their way to Station 11, about a day and a half's travel outside the safety of Ineu. That would be made into the new supply HQ, as it was smack in the center of a well defended warehousing facility. It had plenty of udnerground locations to store supplies, and tunnels to sneak them out.

But where to rebuild the commanding center of the TOTO? Jennifer was swamped. If being new in the comamnding position wasn't enough, she had to deal with the lack of people and supplies as well. There was only one solution. Far reaching supply chains were cut, and stations far away from Ineu were abandoned. All available employees moved to Station 11, to keep the supply chains alive and well. Jennifer began working on gathering traders, traders who would be willing to get on the potentially dangerous job of going along with these shipments, and making some profit.

Many of the shipments were sent to locations outside Ineu Pass, to areas that were known to be profitable, and areas they knew they could get useful items in return. One shipment was sent from Station 11 to Station 13 of Ineu, at Belles town. It was a test shipment, to see how successful and profitable the region would truly be. The TOTO had done little actions in the Pass, and Jennifer was well aware of that. Should the shipment arrive safely and with all it's items, she would begin to test out how the region would play out. She would see if Ineu could really work out for the TOTO, and potentially save it from falling into the darkness.

-Assorted worn hiking clothing pieces (Three jackets of varying sizes, one pants, three boots (not sets, just three boots), and one set of socks)
-Scrap metal sheets (four, varying sizes)
-Firewood (20 logs)
-Knitted pillow
-Five plastic water bottles
-Box of pencils
-Woodcutter’s axe (Rusty)
-Three working light bulbs
-Leather belt
- Biker helmet (no windshield thingy)


What will these authorizations give your character in regards to perks or defects?
Perks
*These authorizations will allow me to fully develop T.O.T.O. and give them a huge purpose in the Outlands. People constantly look for IC items that they need or would like to use, and end up having to search forever, or just get it randomly out of nowhere kind of thing. With my group getting these kind of supplies ICly through trade routes, it will give people a more realistic option to getting what they needed.



Defects
* Obviously, items can't be lolrecieved in a shipment. no. For every shipment of IC items I recieved, I'd make a post regarding the shipment. If people wanted a special item I didn't have, I'd have to try and get it in another shipment.

*Seeing as there's a bunch of trade shipments moving to and from where I'm at, it may attract unwanted attention. Unwanted attention from Outland bandits, antlions, OITA, and the like. There's obviously many potential reasons as to why a shipment could get lost or destroyed. Attacks on the T.O.T.O. may even hit closer to home, at one of the stations or after important personel.


What do you plan to do with these perks/defects?
*If I am given these authorizations, I plan to create some more interesting roleplay in the Outlands regarding trading and operations of the like. Remember when Globey used to bring Gorbachev through? I used to think those were pretty neat. Imagine it on a more solid schedule, happening more often, and with the assistance of non-administrative players? Everytime a shipment comes in, it's gotta be escorted, right? That means I'll need to get people involved in the moving and guarding of it. This also opens up opportunites for raids to happen on the caravans, or something else to go wrong. Honestly, there's so many different scenarios this kind of thing can develop, and it'd be very cool if I was able to recieve it.

Will anyone else need these auths? (If so, list OOC and IC name(s))
*Anyone who gets involved with the group, whether its escorting shipments, buying the items, trading the items, etcetera. If needed, I could keep a huge list, writing down IC and OOC names when someone purchases something from me, and can have others in the group do so as well.

If I am given these authorizations, there's a kick off event thing I'd like to do, and if and admin could speak to me, that be cool!

Interesting, I don't really have a problem with app, it sounds good, but when it comes to the actual doing, not so sure.

I will suggest giving this a trial run,
if it works out (The items and story on how they were gained are legit and all that stuff) then you can keep going

If things turn out bad (lolspawning shipments, random OOC crap that ruins immersion in OL, stuff like that) then it'll be scrapped.

For other admins: Suggestions? Comments?

A trial would be best suited to making sure that this run smoothly and will serve as security to ensure that the items are not just randomly spawned and have some kind of backstory as to their origins.

I'll support it.

I've come up with a system that takes in different IC factors that determines whether or not the shipments will actually arrive or not. It takes in random things like distances, potential OTA patrols, weather, and stuff like that. Those factors would all be randomly determined as well, and hurt the default 50% chance of shipment success. Stuff can also improve the chances as well, but generally, there's more negative additions currently than positive ones. I'm currently on a vacation, and don't have the full system with me currently. When I get back, I'll fix it up a bit for presentation purposes, and I'll go ahead and throw it up on here. It comes complete with a logging system to be put up on the forums so everyone, especially the administration team, can keep track of what I'm doing.

Also, if an admin could contact me via PM, I have a suggestion for a kick off event for this suggestion. I'll be back rather mid to late thursday or friday, and then I head out early Sunday for a week long cruise. I guess that kind of works out nice for a trial period.
