Write a detailed in-canon back-story how your character obtained these authorizations.
Aleksander escaped from City 45 at the age of 20, took a bullet in the leg in the process and had gained a almost godly reputation in the eyes of the refugees. As he had been in the Outlands of City 45 for almost 25 years, he was very acquainted with the area. He went from place to place, examining the area around him and helping refugees escape the combine. He was annoyed with his Citizen uniform, which by now had become ripped and it's boots tarnished. He found some fabric from the area and sowed it to make a better outfit, and then proceeded to found a underground refugee group "The Safehevan" and employed them to help other refugees escape the Combine, and even to fight them openly.

Aleksander escaped City 45 in a daring move when his block was raided. He ran to the window as soon as the CCA entered his room, and threw a TV out to break it. Several CPs chased after him as he jumped, in an incredibly stupid move, and he landed and barely escaped death. He ended up with a permanently crippled leg, but nevertheless he "ran" out of the district. He found the Canals, and climbed down a ladder into the pit. Immediately after he had gotten down, a swarm of Manhacks rushed at him, and he thought he was doomed. He was panting and looked over and noticed a crowbar lying at the bottom of the ladder. He picked up the crowbar and began to rush at the Manhacks; he took out five, but the others regrouped and flew at him again. He ran until he reached a cave full of barnacles, and he dodged their "tongues", but the Manhacks didn't. The barnacles made quick work of the Manhacks, and he continued his journey. Along his way, he was faced with many harrowing threats such as Metrocops, Manhacks, City-Scanners,and Headcrabs, to name a few. After a long journey of several weeks, he arrived at the Outlands. Along the course of several years, he gained various skills, including: Herbal healing, stealth, hand to hand combat, to name a few. He chose to return to the edge of the canals to help other refugees find their way to safehouses, and he earned a strong reputation. Today you can find him with his group, "The Safehevan", whom he teaches survival skills to.

I think this will need some more detail before consideration, namely in the backstory part. I'd reccomend adding in specific details about why he was seen as godly, his escape, ect. Anything you can add will help.

 After reading this. I am quite concerned in a few points, even though this story is contained in such a small paragraph, it shows most of the needs to make a successful authorization. By the looks of it, your auth. is far more then average.

 I got some concerns though which I could ask.

 -Any pre-war skills you learn?
 -How did you become Godly?
 -Survival techniques? How did you learn this?
 -20 years of being in a area? The events of the Combine didn't do any of this in the last 20 years.
 -Jumping out of a window? Wouldn't that break your leg?

Alright, nice edits. My final (for now) points-
If possible, would you mind having some sort of defect related to your jump from the window? Your leg dosent need to be broken, but some sign or somthing would be nice.

In addition, I believe only Raiden and Rofl can auth your group, so to expediate that, I'd reccomend either posting the OOC names of the members of your group, maybe with IC names aswell- or, if you don't feel confortable doing that, send a PM with that info to Rofl and Raide.

The auth isn't asking for the recognition of the group as official. It's asking to be recognized as the head (which I think is completely IC, nor do you need an auth, but nevertheless).

Denied for this reason and the fact I've never seen this group online so you need an established one that is running with members and everything before you wish for it to become official.
