Maybe make it to where there is an npc like the one for smuggling, yet this npc gives you a set job, he marks the type of car he needs you to steal and bring back to him.  It will give you a timer to get it and if you fail you don't get the money for bringing him the car.  This could be a good crimerp thing.  And this would give reason for stealing cars.  And when the car is stolen from the player, what should happen is, the player will have to get it repaired for 3x as much as you normally would do, seeing as how you just had parts ripped from the car to say.  I have seen other perp servers do this, it is really fun to do this, the car that has been stolen will be ditched somewhere random on the map maybe, or just disappear.

Something similar to this is already planned. The original idea was an NPC where you would bring stolen cars for cash rewards; however, we changed the idea to give more player interaction. An actual skill that can allow you to work on a car and take parts from it, sell them, and split the profit with whoever brought the car in for you. It obviously won't be major profit, but it will be great RP and make stealing cars a little less useless.

Not guaranteeing this addition, just letting you know it's been floating around in the dev world.

Basically this. I have ideas floating around for various ways to implement it but don't have anything planned for anytime soon.
