Can anyone give me links to tutorials on RP map making for OARP, or any tips etc.

No specific sources I can list, but the best way to learn is to play around with brushes, entities, and inputs - outputs. IMO, once you understand inputs and outputs, anything is possible.

So shall I just get/decomp a vmf of a simple city, and well, just see how da shit works? To put in simple terms.

Not really, it'll be too complicated and cluttered so you won't be able to even realize what's going on.
Start from scratch, make a new map and watch some tutorials on YT.

Pretty much just watch and read tutorials. Interlopers is a good website.
