Title: No "New Topic" on Tool Trust Applications

Hey! So I was going to apply for tool trust on the hl2 rp today, but when I got to the tool trust section, there was no "New Topic" button.  I can't post anything for some reason.  I have attached a screenshot.  Can anyone help?
